Councilmember Look stated he would not vote on this until he knew what-the property owner <br />had to say. He noted the City did not bring this, and the Met Council and the County should <br />consult with the City about this before the eleventh hour. <br />Mayor Ramsey stated this was not the property owner's problem and he did not believe staff <br />should talk to her. <br />Councilmember Elvig stated he believed the property owner came to the City about this and he <br />believed the City should align with the property owner and help the owner out. He noted this <br />was the fastest, easiest, and most effective way to resolve the issue. He indicated he was in favor <br />of it. <br />Associate Planner Gladhill did not believe the property owner had legal counsel representing her, <br />but did have a family member representing her. <br />Councilmember Look stated the property owner did have legal representation, but he was not <br />licensed in the State of Minnesota. <br />Mayor Ramsey stated he had an issue with getting one of the citizens to sign something they <br />should not have to do. <br />Associate Planner Gladhill stated this was an agreement with the City and the County only. <br />Councilmember Look stated the City or the County did not own the property and he wanted the <br />property owner to sign off on it. <br />Councilmember Wise did not think the property owner should have to pay for anything. <br />Planner Manager Miller responded the only intent on meeting with the property owner was for <br />staff to ensure the property owner would be protected by the MOU. <br />It was Council's consensus to have staff talk to the property owner and bring this back to the <br />Council at a future meeting. <br />2) Street Reconstruction Assessment Policy <br />City Engineer Himmer summarized staff's report. <br />Councilmember Look stated he wanted assurance these numbers were accurate. He stated 18 <br />percent concerned him. <br />Mayor Ramsey stated an assessment policy was probably the fairest process. <br />Councilmember Look stated he believed they would need to continue the discussion until there <br />was a better economy or the legislature did something. <br />City Council Work Session /June 15, 2010 <br />Page 2 of 4 <br />
