Councilmember Look stated he would not vote on this until he knew what-the property owner
had to say. He noted the City did not bring this, and the Met Council and the County should
consult with the City about this before the eleventh hour.
Mayor Ramsey stated this was not the property owner's problem and he did not believe staff
should talk to her.
Councilmember Elvig stated he believed the property owner came to the City about this and he
believed the City should align with the property owner and help the owner out. He noted this
was the fastest, easiest, and most effective way to resolve the issue. He indicated he was in favor
of it.
Associate Planner Gladhill did not believe the property owner had legal counsel representing her,
but did have a family member representing her.
Councilmember Look stated the property owner did have legal representation, but he was not
licensed in the State of Minnesota.
Mayor Ramsey stated he had an issue with getting one of the citizens to sign something they
should not have to do.
Associate Planner Gladhill stated this was an agreement with the City and the County only.
Councilmember Look stated the City or the County did not own the property and he wanted the
property owner to sign off on it.
Councilmember Wise did not think the property owner should have to pay for anything.
Planner Manager Miller responded the only intent on meeting with the property owner was for
staff to ensure the property owner would be protected by the MOU.
It was Council's consensus to have staff talk to the property owner and bring this back to the
Council at a future meeting.
2) Street Reconstruction Assessment Policy
City Engineer Himmer summarized staff's report.
Councilmember Look stated he wanted assurance these numbers were accurate. He stated 18
percent concerned him.
Mayor Ramsey stated an assessment policy was probably the fairest process.
Councilmember Look stated he believed they would need to continue the discussion until there
was a better economy or the legislature did something.
City Council Work Session /June 15, 2010
