Councilmember Look noted due to the budget constraints, this project was probably not going to <br />happen anytime soon, but he believed it was important to get a neighborhood meeting scheduled <br />to discuss it. <br />Councilmember Dehen noted the Public Works Committee had recommended Council discuss <br />having a neighborhood meeting and he agreed the residents should know what was going on with <br />their property. <br />Councilmember McGlone stated he was advocating for the east alignment <br />Motion to Councilmember Look, seconded by Mayor Ramsey, to hold a neighborhood meeting <br />with all residents in the area and report the findings back to the Council prior to deciding on the <br />final alignment and initiating the required right of way plan. <br />Further discussion: Councilmember Elvig stated he did not want to alarm another neighborhood, <br />as this did not make sense. Mayor Ramsey noted even if the properties were not directly <br />affected, they would be indirectly affected. He stated he was in favor of the eastern alignment. <br />It was Council's consensus that they were in favor of the east alignment. Councilmember Elvig <br />stated he would like a lazger notice area. Mr. Hanson stated the issue was when the road was <br />going to be put in. He stated he did not want the City taking a long time on this decision. He <br />wanted to know how long this process was going to take once it was designed on what the <br />alignment was. Terri Thatcher, 7590 - 149`h Lane NW, stated she was frustrated with this entire <br />process. She did not believe the neighborhood should have any say in this and believed this <br />would just confuse the issue. She asked if there was something they could do to acquire their <br />property, or did they have to wait until all of the properties were acquired. City Engineer <br />Himmer responded the City would probably acquire property as needed when funding was made <br />available. Mr. Lindahl requested the City lease their property and lease it back to them. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Dehen, Jeffrey, and Wise. <br />Voting No: Councilmembers Elvig and McGlone. <br />Mayor Ramsey recessed the meeting at 8:50 p.m. and reconvened the meeting at 9:02 p.m. <br />7.05: Consider Driveway Apron Paving Policy <br />City Engineer Himmer reviewed the staff report: <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to modify the driveway <br />apron paving policy to consist of replacing improved impacted driveway surfaces in-kind, and to <br />install bituminous aprons on unimproved driveway surfaces up to a maximum of 200 square feet <br />as a projected cost not to go beyond the property line. <br />Further discussion: Councilmember Dehen stated he would not be voting in favor of the motion, <br />unless it was assessed against the property. <br />City Council /July 13, 2010 <br />Page 10 of 12 <br />
