Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />McGlone, and Wise. Voting No: None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Request to Enter Into an Encroachment Agreement to Allow a Detached <br />Accessory Structure within a Drainage and Utility Easement at 15370 Xkimo St <br />NW; Case of Scott Rothrum <br />Associate Planner Gladhill reviewed the staff report. <br />Mr. Rothrum, 15370 Xkimo Street, presented himself for Council questions. <br />Motion by Councilmember Look, seconded by Councilmember Wise, to approve the <br />Encroachment Agreement, subject to revising the Site Plan to locate a majority of the structure <br />outside of the easement, subject to final review of the City Attorney as to legal form. <br />Further discussion: Councilmember Elvig noted the applicant was taking a strong risk with <br />putting an encroachment into the drainage and utility easement and needed to be aware of the <br />risk. Mr. Rothrum responded he was aware of the risks. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Wise, Dehen, Elvig, <br />Jeffrey, and McGlone. Voting No: None. <br />7.02: Authorization to Appoint and Electrical Inspectors Contractor <br />Deputy City Administrator Nelson reviewed the staff report. <br />Councilmember Wise stated he did not like the process as to how the City came up with the <br />contractors. <br />Deputy City Administrator explained the RFP process the City used. <br />Coancilmember Look asked the Building Official if he (Councilmember Look) had ordered the <br />City to do a second RFP. <br />The Building Official responded not to his knowledge. <br />Councilmember Looked asked if he (Councilmember Look) recruited Mr. Tokle to bid on the <br />contract. <br />The Building Official responded no. <br />Councilmember Look asked if he (Councilmember Look) influenced staff who interviewed Mr. <br />Tokle making it clear that Mr. Tokle was to get the best recommendation for the job. <br />City Council /July 13, 2010 <br />Page 6 of 12 <br />
