The Building Official responded not that he was awaze of <br />Councilmember Look asked if he (Councilmember Look) ever approach the Building Official <br />and told him (Building Official) to make the best recommendation for Mr. Tokle. <br />The Building Official responded no. <br />Councilmember Jeffrey noted the RFP had a closed date on it and at the closed date, there were <br />two people who had put in an RFP. At that point, it was determined there was not enough <br />bidders. However, there were people who had made applications and were considered for the <br />RFP even though it was closed. He was not sure the City should have accepted those proposals <br />after the date of the close of the RFP. <br />Deputy City Administrator explained the reason staff had accepted proposals after the closing <br />date of the RFP. <br />Councilmember Dehen stated the procedure bothered him. <br />City Administrator Ulrich noted it was his decision to obtain further bids considering there was <br />only one viable RFP received. He stated if the majority of the Council was unhappy with the <br />process, the option would be to do another RFP to get sufficient proposals to choose from. <br />Councilmember Dehen stated he was disappointed that after the RFP process closed, staff made <br />the decision to interview an additional candidate who had not applied during the normal process. <br />He believed the RFP process should have been continued if there were not sufficient applicants <br />the same way Committee appointments were handled. <br />Deputy City Administrator Nelson noted staff had interviewed three additional applicants after <br />the closing of the RFP. She indicated there was not just one individual considered as a part of <br />that process. <br />Mayor Ramsey asked if there was anything wrong with what staff did. <br />City Attorney Goodrich noted the RFP did not require closing and because it was for services, <br />there was flexibility. He stated there was no state law regarding this. He stated there was no <br />legal policy per se. <br />Councilmember .Look asked staff why they picked Mr. Tokle and why he was being <br />recommended. <br />The Building Official stated he had interviewed all of the candidates and at the end of the day, <br />Mr. Tokle was the best applicant. <br />Councilmember Elvig believed the intent was to save money for the City.
