• Can fill in for the position temporarily, but not for long. Finance is still a <br />small department and there is not an over -lap of duties. If one thing is <br />taken on by someone, then something that they are currently responsible <br />for may not be completed in a timely/and or complete manner. Also, <br />Finance has assumed other duties do to some positions not being refilled. <br />• Can the position remain unfilled temporarily or permanently? Please <br />explain. No. The position is needed. A paycheck affects every person <br />within the City. Staff, council, commission members, firefighters, etc. <br />We also have laws that govern when reports are to be submitted such as <br />941's, payroll taxes, sales tax, etc. <br />• Can the position be filled internally? I am not aware of any person that <br />meets the education/and or experience requirements. <br />• What is the impact (i.e., to residents, business owners, employees, and/or <br />operations) if the position is not filled? There is not a direct impact to the <br />residents as we are a behind -the -scenes department, but as listed above, <br />any findings in the audit report can hurt our bond rating. Any decrease in <br />rating increases the interest rate on debt, which depending on the type of <br />debt issued, can be paid by the resident via their property tax. <br />If the position is not filled, things could fall through the cracks (see <br />response above) and every employee is directly impacted as they receive a <br />payroll check. <br />• Can the service provided be reduced, eliminated, or contracted out? No. <br />People want a paycheck, and there are state and federal mandated <br />reporting requirements. <br />• What is the budgetary impact if the position is not filled (e.g., additional <br />overtime/compensatory time off costs) Not necessarily any additional <br />costs, but there would be a reduction in the service that is currently <br />coming from the finance department. There would be a forfeiture of one <br />activity for another. This would mean that something might not get done <br />or not done in a qualitative manner. <br />• What are the circumstances that warrant the creation of this new position? <br />This is not a new position. This is to fill an existing position left vacant by <br />a current employee who was reclassified to fill the vacant Asst Finance <br />Officer position. <br />
