Page 14 <br />Around Spring Lake (several maps) designations of areas for District E should be evaluated <br />based on their views from the opposite bank, in places like Spring Lake Regional Park, and Pine <br />Bend Bluffs. Areas that are more visible from these key natural assets should be designated as <br />District B; the remaining parcels are appropriate for District E. <br />The upper portion of Spring Lake Regional Park in the Township of Nininger (Map 1 12) is not <br />designated zone A, as one would expect, but rather zone I. It seems this should be designatec <br />as zone A. <br />The boundary that runs through Lake Rebecca in Hastings (Map 115 & 1 17) might be more <br />appropriately drawn along the south shore of the lake, to follow the property lines. It appears <br />that the full Iakeshore is public property (and thus most appropriately District A), and that the <br />private property only starts inland many feet. <br />Our comments are many, but we know we share a commitment to protecting the tremendous public <br />assets that inspired the designation of the Mississippi River as a Minnesota Critical Area and a National <br />Park. <br />We hope these comments are taken into careful consideration as the DNR and MNRRA refine the <br />districting scheme.
