Progress to Date Phase I is nearly complete. The DNR notified local government units (LGUs) of rulemaking in November and published the `Request for Comments' in the State Register in December. The comment period ends March 22, 2010. DNR staff has also developed a project website and listserv, and has begun preparing a preliminary bluff map for each LGU along the corridor. Presently, DNR area hydrologists, rulemaking project staff, and staff from the National Park Service/MNRRA are meeting individually with LGUs to evaluate local plans and ordinances and identify issues and ideas regarding districts, standards, and administration. These meetings will be scheduled through the end of February 2010. The DNR has also convened an "Interdisciplinary Review Committee" comprising regional staff from each DNR division who work in the MRCCA to provide data and information on key resources and features. The DNR will soon be arranging meetings with other agencies that have jurisdiction in the MRCCA, and will also be convening work groups to provide input on draft districts and standards. Read on below for more information on the work groups. Work Groups Forming Soon A key feature of the rulemaking process is communication with the regulated and regulating entities. The project will connect with stakeholders through `work groups' that will provide input and feedback during draft rule development. Important work group roles will include: • Identifying key issues and key resources and features • Providing input regarding districts and standards • Ensuring that proposed rules are feasible and effective • Sharing information/seeking feedback from others with similar interests • Assisting with regulatory and cost analysis per MN Statutes, Chapter 14 • Providing feedback on the bluff map The DNR expects to form several work groups based on geographically similar stretches of the MRCCA. These groups would meet 3 or 4 times from March - September 2010. Interested persons or organizations can apply to be on one or more work groups by completing and submitting the MRCCA Work Group Interest Form found on the project web site. The deadline for submitting completed forms is Friday, January 22, 2010. Based on anticipated interest, not all parties that submit an application will be selected to participate. Each work group will be limited to 15-20 people. The selection process will be based on representation that balances a variety of interests and viewpoints, including local governments, and environmental, recreation, business, transportation, infrastructure, development, and other local/regional interests.
