Progress to Date <br />Phase I is nearly complete. The DNR notified local government units (LGUs) of rulemaking in <br />November and published the `Request for Comments' in the State Register in December. The <br />comment period ends March 22, 2010. DNR staff has also developed a project website and <br />listserv, and has begun preparing a preliminary bluff map for each LGU along the corridor. <br />Presently, DNR area hydrologists, rulemaking project staff, and staff from the National Park <br />Service/MNRRA are meeting individually with LGUs to evaluate local plans and ordinances and <br />identify issues and ideas regarding districts, standards, and administration. These meetings <br />will be scheduled through the end of February 2010. The DNR has also convened an <br />"Interdisciplinary Review Committee" comprising regional staff from each DNR division who <br />work in the MRCCA to provide data and information on key resources and features. <br />The DNR will soon be arranging meetings with other agencies that have jurisdiction in the <br />MRCCA, and will also be convening work groups to provide input on draft districts and <br />standards. Read on below for more information on the work groups. <br />Work Groups Forming Soon <br />A key feature of the rulemaking process is communication with the regulated and regulating <br />entities. The project will connect with stakeholders through `work groups' that will provide <br />input and feedback during draft rule development. Important work group roles will include: <br />• Identifying key issues and key resources and features <br />• Providing input regarding districts and standards <br />• Ensuring that proposed rules are feasible and effective <br />• Sharing information/seeking feedback from others with similar interests <br />• Assisting with regulatory and cost analysis per MN Statutes, Chapter 14 <br />• Providing feedback on the bluff map <br />The DNR expects to form several work groups based on geographically similar stretches of the <br />MRCCA. These groups would meet 3 or 4 times from March - September 2010. Interested <br />persons or organizations can apply to be on one or more work groups by completing and <br />submitting the MRCCA Work Group Interest Form found on the project web site. <br />The deadline for submitting completed forms is Friday, January 22, 2010. <br />Based on anticipated interest, not all parties that submit an application will be selected to <br />participate. Each work group will be limited to 15-20 people.
