Urban East Area <br />The Urban East work group predominantly commented on environmental resources, scenic resources, <br />recreational resources, policy, and administration. <br />Key Issues <br />• Local Control/State Oversight. Differing opinions on local control versus state oversight. <br />• Tiering. The group noted that some areas are suitable for taller, more intensive development <br />(downtown St. Paul), while other areas are not (base of bluffs in West Side Flats, gorge, others). <br />• Bluff &t Vegetation Standards. Concern about development on top and at the base of bluffs and <br />desire for clear vegetation management standards for bluffs. Concern about restrictive bluff <br />standards in cities like Lilydale and Mendota that lie completely within the MRCCA. <br />• Scenic Standards. Identifying and establishing subjective standards to protect views of and from the <br />river was important. <br />• Public/Parkland. Discussion on whether parkland should be subject to different standards. <br />Southeast Area <br />Comments received from the Southeast work group included regulation, districts, environmental resources <br />and scenic resources. <br />Key Issues <br />• Natural Resources. Group members noted high quality of natural resources here which merit special <br />attention and protection. <br />• Transportation. Noted development patterns should be guided by transportation corridors and <br />should be considered when developing districts and regulation. Future rail may affect the corridor. <br />• Density. Encourage higher density directly adjacent existing high density areas. <br />• Scenic Standards. Work groups will come <br />together again in late June to provide feedback on proposed districts and standards. In August or <br />September, work groups will review and provide information on the revised draft rule and revised bluff map. <br />If additional meetings are necessary, they will be scheduled before January 1, 2011, the deadline for <br />publishing the notice of intent to adopt rules. <br />MRCCA Rulemaking Project - March 31, 2010 Work Group Meeting Report <br />
