Proposed MRCGA Land Use District <br />This document is in response to the proposed MFtCCA Land Use Districts v. 5.5 <br />(06/07/2010 draft), The proposed district language is shown first in italics and is <br />followed by comments developed from meetings with the 7 most northerly <br />communities' and Anoka County. <br />A. This district is limited to specific publicly -owned park lands adjoining <br />or readily visible from the river. These areas generally have vegetation in a <br />natural state, and do not include urban riverfront parks with visually <br />dominant evnstructed features such as plaza., bandsltells orparking areas. <br />These lairds will be subject to restrictive vegetative management standards, <br />structures will be lower in height than in other districts and screened from <br />the river unless a waters -edge location is essentiaG <br />C'c rr ments and Qu9stions: <br />• The description states publicly owned land. The map of Anoka includes private <br />land in the area shown as District A. Should this simply say'land"? Do you intend <br />regulation of private nand that isn't open space? In Anoka, should there be a strip <br />Of land along Hwy 10, including the privately -owned former Manufactured home <br />parr, that should be designated differently? (We would suggest F based an the <br />current zoning,) If it is rat Changed, how does this designation affect <br />redevelopment on the Former manufactured home park site? <br />r The Anoka A area is also a recent recipient of a Transportation Enhancement <br />Grant for a joint trail project with the City of Ramsey. How will the restrictive <br />vegetation management standards affect implementation of that grant? Will <br />additional Casts be incurred? <br />What constitute s'restrictive vegetation management? Will the restrictive <br />vegetation management compromise the safety of trail users? <br />Haw will District A designation impact trail usage and visibility to the river from <br />the trail? <br />Will vegetation removal be allowed for trail development or could tail <br />construction be allowed through an approved management plan? <br />How does this designation impact vegetative management in the park? <br />`Anoka, Brooklyn park, Champlin, Coon Rapids, Dayton, Fridley and Ramsey. <br />
