use of the site. (p.15) <br />----Corridor Location Policies include: Continue a wide variety of land uses in the <br />middle portion of the corridor (between 1-694 and 1-494). Encourage high <br />quality ........... commercial and industrial development in the corridor subject to <br />location policies and local land use plan objectives. (p.18) <br />2. The Mississippi River Corridor Plan/Part of the Saint Paul Comprehensive Plan, <br />Approved by the Saint Paul City Council (all are direct quotes <br />from the text): <br />----Continue commercial and industrial uses of river corridor land and water, <br />consistent with the Saint Paul Land Use Plan. <br />Recognize the Mississippi as a working river and support the continued <br />operation of commercial navigation facilities. <br />Pursue cleanup and reclamation of polluted sites. <br />----The Port Authority has donated over 1,800 acres of land to the City, to be used <br />for open space and recreation in perpetuity. Those lands now in park use include <br />Crosby -Lake, Pigs Eye Lake, and Pickeral Lake. <br />Port Authority Comments: <br />----We urge the DNR to recognize that the preservation of industrial land use, both river -related <br />and land-based, is consistent with long-established local land use plans and zoning codes, and is of <br />fundamental importance to the economic health of the City, the Metro, and their residents. <br />The Port Authority also urges the DNR to provide an end -product that does not stigmatize <br />existing businesses as being non -conforming uses. <br />----River Terminal and River -related uses should remain. It should be noted that only a mere 3 <br />miles of river frontage out of 26 miles in the City of Saint Paul is used for shipping terminal use; <br />this use is greatly beneficial to both the economic and environmental health of the State of <br />Minnesota. <br />----Land-based businesses should remain. These industrial and commercial uses provide thousands <br />of jobs, significant tax base, and also generate positive spin-off effects in the metro and state <br />economies. <br />----The Port Authority has provided, as noted above, a very substantial amount of land for open <br />space purposes and supports open space uses in the corridor, where appropriate. <br />
