----It is important that both economic and natural uses be championed in this Rulemaking process <br />and final report. <br />----Industrial land should be kept as industrial land. The City of Saint Paul needs jobs, tax base, and <br />the other important economic benefits that industry provides. <br />----On specific large industrial sites, mixed use development that includes job -producing industrial <br />uses, may be appropriate. These sites may be determined to be best designated as mixed land use <br />and best positioned in the marketplace with a mixture of uses. <br />----The Ford site should continue to be recognized as providing a significant opportunity for some <br />key industrial uses; these uses will provide good jobs, good tax base, and positive spin-off <br />economic effects. This site should not be designated as completely open space. <br />The ADM site should continue to be preserved as Industrial land and be used for either land- <br />based or river -related business use. <br />----Local Land Use Plans should provide the final decision on land use and zoning on sites in this <br />area. <br />----Regarding the Proposed MRCCA Land Use Districts, v.5.5 (6/7/10 Draft): <br />--Industry is very important to be recognized specifically in this document. <br />--Therefore, the Port Authority recommends that Items G and H remain. <br />--G is okay for now as drafted. <br />--H : the word "but" in Line 2 should be replaced with "and". New 2nd and 3rd <br />sentences should be inserted: " Land-based industrial businesses should remain and not be <br />stigmatized as non -conforming. They should be protected, especially because of the jobs, tax -base, <br />and other significant economic benefits they provide to the metro area and state." <br />Jeffrey, thanks again to you and your DNR colleagues for providing opportunity for the Port <br />Authority to provide its input to you.
