C & D — Heights are governed by existing uses, precedent and shadow effects <br />on public spaces. The local comprehensive plan should be the presumptive <br />land use control — the DNR is a commenting entity during the comp plan <br />renewal, allowing for input, but not substituting for local land use decision <br />making. <br />d. E -J — Are governed by local zoning. District descriptions are advisory only and <br />provide guidance for local decision making on future comprehensive planning. <br />Generally, industrial uses should be preserved in urban population centers, <br />unless local comp plan guidance dictates a change in use, (an example is <br />Minneapolis buying Scher Bros. Lumber on the river). <br />e. H -J - Viewing the river or accessing the riverfront should be prioritized only <br />where other reasonable public viewing/access is not provided by adjacent <br />public spaces or generally within one mile on either side of the river. <br />f. District J — no special sub regulation as proposed by Friends of Mississippi in <br />6/23/10 work group for lands that are privately held, but in areas of <br />"designation" for future park use. <br />8. Generally, we object to types of Standards being proposed by river advocates that <br />include the following supplanting of local controls in favor of a generic state-wide <br />scheme: <br />a. Height <br />b. Uses <br />c. Setbacks <br />d. Lot Size/Densities <br />e.
