Natural Resource Protection District — This district iseg nerally limited to specific <br />publicly -owned park lands and open space adjoining, connected to or readily visible from <br />the river. These areas generally have vegetation in a natural state, and do not include <br />urban riverfront parks with visually dominant constructed features such as plazas, <br />bandshells, or large parking areas. These areas may contain Historic features and <br />interpretive facilities. These areas may contain DNR facilities and identified parkland and <br />open space planned for acquisition and transportation facilities. These lands will be <br />subject to restrictive vegetative management standards; structures will be lower in height <br />than in other districts and screened from the river unless a waters -edge location is <br />essential. Intent - The lands and waters within this district shall be used to preserve and <br />enhance their open, scenic and natural characteristics and ecological functions with the <br />highest management standards to protect or enhance the key resources and features listed <br />in 116G.15. <br />B. Rural Open Space District — This District includes lands developed at rural densities that <br />are riparian, readily visible from the river, or abut riparian park and open space or contain <br />key resources listed in 116G.15. Structure heights will be lower than in other districts and <br />vegetative screening will be required. In riparian and key resource areas, more restrictive <br />stormwater management, erosion control, or vegetative buffers may be required. Intent - <br />The rural character of these areas shoo! shall be preserved. The lands and waters within <br />this district shall be used to preserve and enhance their open, scenic and natural <br />characteristics and ecological functions with high management standards to protect or <br />enhance the key resources and features listed in I I6G.15. Open space shall be provided <br />for public use and protection of unique natural and scenic resources. <br />C. Lower Density Urban Open Space District — This District generally includes lands <br />developed at lower subufban densities that are riparian, readily visible from the riverior <br />abut riparian park and open space or contain key resources listed in I I6G.15. Structure <br />heights will be lower than in other districts and vegetative screening will be required. In <br />riparian and key resource areas, more restrictive stormwater management, erosion <br />control, or vegetative buffers may be required. Intent — The lower density—aubufban <br />ehafaeter and height of these areas shoul shall be preserved. The lands and waters within <br />this district shall be managed to conserve, protect and enhance the existing and potential <br />recreational scenic natural and historic resources and uses within this district for the use <br />and enjoyment of the surrounding region. High management standards to protect or <br />enhance the key resources and features listed in 116G.15. Open space shall be provided <br />for public use and protection of unique natural and scenic resources. To theegr atest <br />extent possible, opportunities to view or access the riverfront shall be provided. <br />D. Urban Developed Downtown District — This district includes specific historic downtown <br />areas where the developed landscape extends to the shoreline with predominantly mixed <br />
