Intent - Controls should focus on protecting historic and <br />cultural resources, limiting height of new structures to ensure consistency with the <br />surrounding land uses, and managing stormwater. Shoreline vegetation should be <br />preserved and reestablished. The lands and waters within this district shall be managed to <br />protect or enhance the key resources and features listed in I I6G.15. Open space shall be <br />provided for public use and protection of unique natural and scenic resources. <br />E. Non-riparian District — This district includes non-riparian, non-bluff lots separated from <br />the river by distance, and development and/or a transportation corridor. Developed lands <br />exist between this district and the river, and the land in this district is not readily visible <br />from the river surface or opposite bank. Standard building height and stormwater <br />management and erosion control will apply. The lands and waters within this district do <br />not contain key resources and features listed in I I6G.15. Open space shall be provided <br />for public use and protection of unique natural and scenic resources. To the greatest <br />extent possible, opportunities to view or access the riverfront shall be provided. This <br />district is not compatible with the intent of Executive Order 79-19 Urban Open Space <br />districts. It is unclear how this district fits the seven factors to be considered when <br />establishing districts. <br />F. Urban diversified district — Highly urbanized mixed use lands are a part of the urban <br />fabric of the community. In riparian areas, shoreline vegetation should be preserved or <br />reestablished and stormwater management will be required. Public access to the <br />riverbank shoed shall be maintained or provided where pfac4i to the greatest extent <br />possible. Intent - The lands and waters within this district shall be used to maintain a <br />diversity of commercial, industrial, residential and public uses of lands torp otect <br />historical sites, and areas, natural, scenic and environmental resources; and to expand <br />public access to and enjoyment of the river. New commercial, industrial, residential and <br />other uses maybe permitted if they are compatible with these goals. The lands and waters <br />within this district shall be managed to protect or enhance the key resources and features <br />listed in 116G.15. Open space shall be provided for public use and protection of unique <br />natural and scenic resources. To the greatest extent possible, opportunities to view or <br />access the riverfront shall be provided. <br />G. This should be part of the F District. <br />H. This should be part of the F District. <br />I. Townships district — Townships in the MRCCA are primarily rural with natural areas, <br />open space and agriculture predominating. Heights of non-agricultural buildings will be <br />limited, shoreline vegetation will be protected or reestablished; rural densities and <br />agricultural or open space uses will be maintained. Intent — The lands and waters within <br />this district shall be managed to maintain the rural, natural, open space and agricultural <br />resources. The lands and waters within this district shall be managed to protect or <br />enhance the key resources and features listed in I I6G.15. Open space shall be provided <br />for public use and protection of unique natural and scenic resources. <br />J. Urban core district — These districts include the urban cores of Minneapolis and St. Paul. <br />Building heights will generally not be limited in these districts. Height limits shall be <br />established between Kellogg Mall Park and the river to protect views from the park and <br />views of the sandstone bluffs. Height limits shall be established near Irvine Park Historic <br />District in order to protect the key resource.
