District was designated in Executive Order 79-19. Pig's Eye Lake Road is planned as a <br />boulevard with hiking and biking trails. On the south end the area identified as park and wetland <br />between Red Rock road and the SNA should also be included. Henry Park and adjoining City <br />and County Open Space should be included to the East. The Fish Creek Open Space should be <br />included. The River Overlook currently being restored east of the City Forest should be included. <br />All of Battle Creek Park within the Critical Area should be included. <br />District C <br />District C would include those areas identified in Lillydale, Mendota and Mendota Heights. If C <br />offers the same or enhanced protections as Urban Open Space merging the districts would make <br />sense. <br />District E <br />The areas identified on the draft map except for those areas in Urban Open Space. <br />District F <br />In Saint Paul, District F includes the areas not included in Urban Open Space (or C), District A, <br />District E, or District J. <br />District J <br />This district includes the urban core as delineated in 79-19. <br />Historic District <br />The Historic District would be a separate overlay district. The Metropolitan Council February <br />1975 Report pages 9 and 10 list some of the sites that should be considered. State, county and <br />local historical organizations should be contacted for their input. <br />Executive Order 79-19 designated two Critical Area Districts for St Paul and one for Lillydale, <br />Mendota and Mendota Heights. Six districts are proposed for Saint Paul. Two Districts are <br />proposed for Lillydale, Mendota and Mendota Heights. This proposal has five Saint Paul <br />Districts and provides for a separate overlay district for Historic. This proposal retains the <br />current Urban Open Space District. <br />
