DISCUSSIONS & UPDATES <br />1) Great River Energy Transmission Project (115kV Route Plan) <br />Ramsey City Administrator Kurtis Ulrich stated they are bringing the Great River Energy (GRE) <br />Transmission project to a work session next week to see how it moves forward in their <br />community. <br />Anoka'City Manager Tim Cruikshank shared some information on the proposed 115kV line, <br />adding that they have formed a committee consisting of Councilmembers and staff to review the <br />proposed line. <br />Anoka Planning Director Carolyn Braun shared information about their existing substation and <br />how it connects to the Coon Rapids substation. She explained that Option 1 is along the rail <br />tracks but is not a good choice because. of the Commuter Rail Transit Village (CRTV). She said <br />Option 2 is next to Wilson Park along 116, adding that they hope they can choose to do locally <br />through a conditional use permit process rather than aState-run process in order to have more <br />local control. Ms. Braun said they will be conducting a public meeting in order to gather input <br />and that they will need one city to be a lead agency, most likely Anoka. She added that if the <br />State oversees the project we won't have much say. <br />Councilmember Anderson asked who will pay for this project. Ms. Braun said Anoka will pay <br />for a portion but we need to do more work, as they want to buy back the existing line, which will <br />reduce some costs. <br />Councilmember Weaver noted the demand for the line is more for Ramsey's needs than Anoka's <br />needs. <br />Councilmember McGlone said the line is similar to roads in that all use them. He asked about <br />the final destination and if this line will be above ground or underground. Ms. Braun said the <br />line will be above ground but they do not anticipate large towers. <br />Ramsey City Engineer Tim Himmer shared some proposed photos of towers. <br />Councilmember Weaver said one of the routes, 116 along Wilson, could work with less poles but <br />taller poles. <br />Ramsey City Engineer Himmer said they aze doing additional substation work already and will <br />be doing more in Ramsey Industrial Pazk. <br />Ramsey Public Works Director Brian Olson said this project is now in Anoka but will eventually <br />extend to Elk River.
