Ramsey City Administrator Ulrich said. GRE will be at their work session next week where they <br />will share that they are near capacity and need more lines. He said their concerns include <br />aesthetic, impacts to Town Center, nuuring along railroad tracks, and other residential issues. <br />Anoka Planning Director Braun noted the State process would be much longer than aCity-run <br />process. <br />Ramsey Public Works Director Olson asked if there are actually 25 route alternatives. Anoka <br />Planning Director Braun said that is correct, but added they aze likely slight variations of the <br />same plan. <br />Councilmember Weaver said there are costs for Anoka associated with this project and asked if <br />Ramsey will have similar costs. He said since September 11 they all have concerns with security <br />issues at substations. Mr. Ulrich said most costs will go to the Anoka Utility since they are a <br />partner with Ramsey Connexus. He said Ramsey costs would be if they want to bury the line, <br />which would be done through the HRA. <br />Anoka City Manager Cruikshank said costs have to do with the substation and not an overhead . <br />line. <br />Ramsey City Administrator Ulrich said he is not sure about associated costs due to Homeland <br />Security but said staff will further research this topic. <br />2) Dysprosium Street Project <br />Ramsey City Administrator Ulrich said the Dysprosium Street reconstruction project goes north <br />of 116 to County Road 5. He spoke about the possible realignment with Highway 47 but said the <br />Dysprosium Street project is needed now so they are doing this as a local road project. <br />Ramsey Public Works Director Olson said they have been working on County Road 27 and held <br />off as long as they could wait for an option to realign but discovered this was not an option so <br />they are now moving forward with construction. He said the road will have 32-foot wide <br />parking on one side and that they are very excited to complete this project later this fall. <br />Councilmember McGlone noted Dysprosium Street experiences 300 to 1,200 cars trips daily <br />cutting through this area. <br />Councilmember Freeburg asked about cluster homes and if Ramsey has contemplated buying <br />homes and allowing high density in this azea. Ramsey Public Works Director Olson said that <br />will be part of the realignment. He said the north side of Dysprosium Street contains single- <br />family housing along with decreased access. He said this plan does not work, as residents have <br />to back out at an angle, which is a safety issue. He stated they are giving residents the option of <br />driveway straightening but with four-plexes, this is not something that transportation can help <br />with. <br />Councilmember McGlone said Ramsey would like to see more of a parkway with open space. <br />City Council Joint Work Session /July 12, 2010 <br />Page 3 of 8 <br />
