3) Highway 10 /Highway 47 <br />Anoka Planning Director Braun said the TH10 interchange does not qualify, as the interchange <br />has to have a minor arterial. She said there are other ideas about moving the road farther east but <br />noted it would be very bad for businesses and the cemetery. She said they have spent $500,000 <br />in the last four years and still there. is no solution. <br />Ramsey Public Works Director Olson said the work is progressing along Armstrong and they are <br />talking about the possibility of not being able to do a Transportation Policy. He said Ramsey has <br />spent a lot of money on all three interchanges so close, both with local and federal funds, adding <br />they aze trying to get the intersections on design and layout completed. He said they all need to <br />watch the Transportation Policy Plan and comment on it when appropriate. <br />Anoka Planning Director Braun said MnDOT has placed all their dollars into preservation, <br />patching, and overlays and not larger projects. <br />Ramsey Public Works Director Olson said MnDOT is abandoning the project in order for us to <br />sell, which will not work. He said they met with MnDOT and discovered that they would allow <br />Ramsey to prioritize but said they won't lose the bottleneck from Elk River to Ramsey. He <br />stated this will not have much of an impact but wanted to shut off to $20 million so their <br />azgument has been trying to circumvent the environmental process. He added they are making <br />progress but have a long way to go <br />Councilmember Weaver noted the area included 600 square feet of National Pazk Service. <br />4) River & Shoreland Regulations <br />Ramsey City Engineer Himmer said they are not sure yet of the entire impact of the Mississippi <br />River Critical Corridor Area (MRCCA) rules but stated that what is in place today is more than <br />adequate. He said they have conforming concerns and while they agree this is a great resource <br />they don't want to lose their rights. Ramsey City Engineer Himmer said they have good ideas to <br />bring forward for reaction and that while they are in the early stages they need time for input <br />before the public does. He stated that there are many drafts of the proposal and that large lot <br />sizes in Ramsey won't fit the current Comprehensive Plan under the Critical Area rules. He said <br />they would like to see the minimum number of rules that protect the shoreland as well as allow <br />for public and private access. He said there will be a public heazing held soon for shoreland <br />rules and merged wild and scenic rules, adding they are difficult to read through. He noted that <br />Ramsey has both wild and scenic areas so rulemaking will be difficult. He added the rules such <br />as 100-foot setbacks aze too broad and will conflict with the Comprehensive Plan. <br />Councilmember Weaver said Anoka adopted a resolution asking for help on this topic by the <br />League of Minnesota Cities and suggested that Ramsey do the same. He said the work on the <br />MRCCA rules should have a consortium of the seven affected cities speaking together but they <br />found that the Department of Natural Resources (DNR) has hired the Friends of the Mississippi <br />and others to help write the standards and maps, which is rather disheartening.
