Weaver said this will take all of us working together otherwise we will lose our ability and use of <br />docks and vegetation. <br />City Engineer Himmer said they are working on ideas for their Mississippi Regional Park.. <br />Councilmember Freeburg said he lives on the river where he has seen raw sewage being dumped. <br />He asked when is clean clean enough. He questioned the group's intent noting the river is <br />already clean through actions of eliminating phosphors and others. <br />Councilmember Weaver said many people live on the river and they can all attest to the <br />cleanliness. <br />Councilmember Freeburg stated that if the dam goes away tax revenues decrease as well as <br />property values. <br />Councilmember Weaver asked what the waterway means to our communities. He said Ramsey <br />had a lot more to develop than Anoka does which makes this area very desirable. <br />Councilmember McGlone asked about the tributazy. City Engineer Himmer said they aze <br />merging with other cities through many layers, stating the Rum River needs some rule changes <br />with wild and scenic and shoreland standards. He said they aze running out of time and have a <br />new set of rules already. <br />Councilmember McGlone said shoreland preservation is needed but the scope is becoming <br />wider, and the high water mark is lower each year. <br />Councilmember Weaver said that is nature working but the MRCCA wants to take away <br />personal property rights. <br />Councilmember McGlone said they are trying to do the same thing with the Mississippi River. <br />Councilmember Freeburg noted the MRCCA rules include no riprap. <br />City Engineer Himmer said they are working towards best management practices and will keep <br />the Councils posted on their progress. <br />5) Mississippi River Trail <br />Anoka City Manager Cruikshank shazed a map of the Mississippi River Trail area. <br />Public Works Director Olson said they completed a transportation application grant for $3 <br />million and will receive the money within the 2013-2014 timeframe. He said they want to move <br />forward quickly as this project goes all the way to Town Center and the trail along Highway 10, <br />and they hope it builds momentum for a pedestrian bridge over the tracks. He said they hope it <br />meets with both councils approval, adding that park shelters and benches will be a bonus as part <br />of the grant. <br />City Council Joint Work Session /July 12, 2010 <br />Page 5 of 8 <br />
