MAINTENANCE
As previously discussed, there is currently, and will continue to be, a much higher level of
maintenance provided in The COR than is currently provided in the rest of the City.
These are generally described as those items attributed to the overall density of the
project such as snow removal, or the higher traffic likely generated by the proposed uses
such as more frequent cleaning, trash removal, etc. than City crews currently provide.
This piece may also include services provided by an outside property management firm.
PROGRAMMING
There are a number of venues and functions contemplated in the current development
plans for the project. Can the Association/SSD manage and fund the coordination and
scheduling of these events so as to provide the best possible attractions for the project as
a whole? This may include concerts, events, sidewalk sales, etc. that would generally be
best managed as a whole.
USES AND OPERATIONS
Traditional associations often determine and manage acceptable uses and operations
within the property managed. This is clearly the most sensitive issue related to the
establishment/re-establishment of an entity of this kind, but may also be the best tool to
accomplish this task. Considerable thought should be given to the potential role on this
project.
DESIGN REVIEW
The current association has a design review component. Should this function continue
within an association, or be managed by the normal planning process within the City.
Other Potential Issues:
• Initial Costs vs. Maintenance
■ Common Areas, Limited Common Areas, Private Property
• Easements in Favor of the Association
■ Rules and Regulations
• Use Exclusions
• Nuisance Issues
• Definitions
• Boundary/Member Properties
• Phases and Termination
