Councilmember Elvig introduced the following resolution and moved for its adoption: RESOLUTION #10-08-194 RESOLUTION DEDICATING $3.1 MILLION OF CITY OF RAMSEY FUNDING FOR THE RAMSEY RAIL STATION AND AUTHORIZING CTIB GRANT APPLICATION FOR 2011 WHEREAS, the City of Ramsey Rail Station is a top City priority and the City supports making application to the County Transit Investment Board (CTIB) fora $1 million grant to assist in funding the Ramsey Rail Station; and WHEREAS, 2011 would be the first-year CTIB allocation of an anticipated total of $3.2 million to come from CTIB over three years; and WHEREAS, the total project cost for funding purposes is estimated at approximately $15 million; and WHEREAS, grant application is due on September 10, 2010, with awards being made in November, 2010; and WHEREAS, a positive award of $1 million in CTIB funding would put the City of Ramsey on track for making other funding requests and would serve as a positive indicator for private development that the Ramsey Rail Station Project has support from other levels of government; and WHEREAS, the Ramsey Rail Station project will provide a valuable transit option to veterans visiting the new Ramsey Community Based Outpatient Clinic to be completed in 2012; and WHEREAS, the City of Ramsey has already invested or committed to over $10 million in local ,regional, and federal funding for the development of structured parking and station area improvement for an existing transit facility, and these improvements will be integral components of the rail station project; and WHEREAS, the Ramsey Rail station project has received authorization and/or support from the Anoka County Regional Rail Authority, the Northstar Corridor Development Authority, Metro Transit, and the Metropolitan Council; and WHEREAS, the City is in the process of establishing a tax increment financing district in the vicinity of the proposed rail station for the purpose of funding public infrastructure projects such as the rail station; and WHEREAS, the City of Ramsey will guarantee an amount not to exceed $3.1 million for the local match as indicated in the attached Exhibit A, and will make requests to the County and the regional rail authorities to determine their level of participation toward this local match; and WHEREAS, per the attached Exhibit A, the Ramsey Rail Station project anticipates funding from other Federal, State, and regional sources to fund the $15 million project cost; and
