The development of this final phase will include construction of a trail connection with the easterly terminus of 155th Lane N.W. and Bear Park to the east. Sidewalks will be required along the north side of 155th Lane N.W. to connect with the trail link that commences at the terminus of the cul-de- sac. A sidewalk will also be required on the east side of Waco Street N.W. A very in-depth park dedication agreement was arrived at during the development of the first phase. In addition to some land dedication, it stipulated that the developer would install various park improvements equal to a cash value of $162,809.00. With this final phase of the development, the City is requesting documentation reflecting the cash value of improvements installed to date. A cash payment will be required to satisfy the remaining balance due unless the developer and City agree on an equal value of park improvements to be installed as part of this final phase of the development. Final Construction and Grading Plans have been received at the City and minor modifications to the plans are needed as referenced in the City Staff Review Letter dated June 6, 2003. Recommendation: City Staff recommends approval of an extension to the preliminary plat and final plat approval. Council Action: Motion to adopt Resolution #03-05-~,t''k ' an granting extension to the preliminary plat of Highlands At River Park and final plat approval of Highlands At River Park 3rd Addition contingent upon compliance with the City Staff Review Letter dated June 6, 2003, and the Developer entering into a development agreement with the City.
