Norman, City Administrator <br /> <br />Background: <br /> <br />The Cities of Anoka and Ramsey entered into a right-of-entry agreement on July 11, 1995, whereby <br />Ramsey granted Anoka access to its parcels for construction of the electrical utility line (map attached). <br />The agreement described the specific Ramsey parcels and permitted Anoka to commence construction <br />immediately, but it did not provide for payment of Ramsey's damages. Negotiations have continued for <br />close to eight years. On May 22, 2003, the City Administrator of Ramsey and City Manager of Anoka <br />met in a negotiation session with their respective City Attorneys. <br /> <br />The parties agreed to a compensation settlement in the'amount of $65,000. Staff will be recommending <br />the settlement agreement for Council consideration.
