FEASIBILITY REPORT <br />STREET, STORM SEWER, WATER & SANITARY SEWER <br /> FOR <br /> 151si AVE./FLUORINE ST. & 152~d AVE. <br /> CITY OF RAMSEY, MINNESOTA <br /> <br />INTRODUCTION <br /> <br />The purpose of this report is to review the technical feasibility of providing the <br />single family subdivision lots abutting 151st Ave./Fluorine St. & 152nd Ave. with <br />street, storm sewer, water and sanitary sewer facilities, from the service road <br />west of TH 47 to the plat boundaries, in the City of Ramsey as required by <br />Minnesota Statute 429. <br /> <br />The benefited project area, as shown on Exhibits A, B & C, lies within the <br />Southwest Quarter of Section 24, Township 32 North, Range 25 West, City of <br />Ramsey, Anoka County, Minnesota. <br /> <br />PUBLIC INPUT <br /> <br />In September of 2001, a public information meeting was held to discuss the <br />needs of this area and hear the comments or concerns of the residents of. the <br />community. These needs form the basis for the improvements proposed in this <br />report. Many of the--residents desired 152''d Ave. to end as cul-de-sac . <br />However, to provide better emergency and public service access to the public, <br />including the residents in this subdivision and the future residents of the adjoining <br />property, it is the City policy to interconnect roadways unless there is some <br />physical reason that precludes the connection. <br /> <br />FINANCING <br /> <br />It is proposed to finance the project by several methods. <br /> <br />STREETS <br /> <br />Since the streets are not paved in this project area, current City policy is to <br />improve the street as a paved .urban section with concrete curb and gutter. <br />Because of a request by the City Council, an un-paved gravel roadway with ditch <br />sections has been evaluated as an option. <br /> <br />With the paving option, the City Council directed staff to include in each <br />Feasibility Study an item to pave an existing dirt road with 50% cost participation <br />by the City.
