I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />i, <br /> <br />1.0 <br /> <br /> FEASIBILITY REPORT <br />STREET, STORM SEWER, WATER & SANITARY SEWER <br /> FOR <br /> PONDVALE ESTATES <br /> CITY OF RAMSEY, MINNESOTA <br /> <br />INTRODUCTION <br /> <br />The purpose of this report is to review the technical feasibility of providing street, <br />storm sewer, water and sanitary sewer facilities for Pondvate Estates and <br />Pondvale Estates Second Addition, including 150Ih Lane and Helium Street to <br />the plat boundaries, in the City of Ramsey as required by Minnesota Statute 429. <br /> <br />The area of benefit is described as follows: <br /> Blocks 2 & 3 Pondvale Estates and Pondvale Estates Second Addition, <br /> City of Ramsey, Anoka County, Minnesota. <br /> <br />The project area, as shown on Exhibits A, B & C, lies within the East Half of the <br />Southeast Quarter of Section 23, Township 32 North, Range 2,5 West, City of <br />Ramsey, Anoka County, Minnesota. <br /> <br />In September of 2001, a public information meeting was held to discuss the <br />needs of this area and hear the comments or concerns of the residents of the <br />community. These needs form the basis for the improvements proposed in this <br />repent. <br /> <br />It is proposed to finance the project by several methods. Since the st. reets are <br />already paved in this project area, the street improvements are proposed to be <br />assessed to the benefiting properties for 50% of the street improvements- <br />(excluding the storm drainage). The City would pay for the other 50% of the <br />street replacement cost. <br /> <br />The cost of the storm drainage will be paid from the City's Storm Water Utility <br />Fund. <br /> <br />The cost of the water and sanitary sewer will be paid with hookup fees at the time <br />of hookup per the City's schedule for water and sewer lateral charges. The <br />resident will also be responsible for any applicable SAC and WAC charges at <br />time of hookup. <br /> <br />This repQrt will also discuss the shared benefit or relationship of these <br />improvements with two adjacent project areas, which are the subject of separate <br />feasibility reports.
