1.0 <br /> <br /> FEASIBILITY REPORT <br />STREET, STORM SEWER, WATER & SANITARY SEWER <br /> FOR <br /> HELIUM STREET EXTENSION · <br /> CITY OF RAMSEY, MINNESOTA <br /> <br />INTRODUCTION <br /> <br />The purpose of this report is to review the technical feasibility of pro~vidin.g street, <br />storm sewer, water and sanitary sewer 'facilities for potential development of the <br />approximately thirty six (36) acres of undeveloped land between Alpine Drive and <br />Pondvale Estates in the City of Ramsey as required by Minnesota Statute 429. <br /> <br />This project would extend Helium St. from its current terminus in Pondvale <br />Estates to Alpine Drive and also provide roadway connections with 152~ Lane <br />and 152~d Ave. This extension will meet the needs for access to the proposed <br />City soccer fields south of Alpine Drive. <br /> <br />The benefited project area, as shown on Exhibits A, B & C, lies on the east side <br />of Nowthen Blvd. and north of Pondvale Estates within Section 23, Township 32 <br />North, Range 25 West, City of Ramsey, Anoka County, Minnesota. <br /> <br />It is proposed to finance the project by several methods. Since there are no <br />existing streets in this project area, the street improvements are proposed to be <br />assessed to the benefiting properties for 100% of the street improvements <br />(excluding the storm dr...ainage). <br /> <br />Since there are no existing streets, the cost of the storm drainage can not be <br />paid from the City's Storm Water Utility Fund. However, the City will be <br />purchasing the property to the east of Helium Street lying between Pondvale <br />Estates and 152'~d Lane. A total of 6 future lots are proposed on this property in <br />addition to 14 future lots lying north of 152''a lane and adjacent to Helium Street. <br />The sale of these 20 lots 'will used to pay for the storm drainage cost. The <br />proposed two lots east of the pr6posed cul-de-sac will be used for negotiation of <br />the right-of-way for 152'd Avenue extension. <br /> <br />The cost of the water and sanitary sewer will be paid with hookup fees at the time <br />of hookup. Twenty two (22) future lots are shown on the properties adjacent to <br />the proposed' roadways, in addition to two larger parcels to the west of Helium <br />Street. There is also the potential for additional development to eventually <br />participate in the project cost. <br /> <br />This report will also discuss the shared benefit or relationship .of these <br />improvements with two adjacent project areas, which are the subject of separate <br />feasibility reports.
