3.0 <br /> <br />One of the projects is the twenty four (24) acre subdivision of large rural single- <br />family residential lots that abuts 152"d Ave. and 151st Ave./Fluorine St. just west <br />of Trunk Highway 47. This project area is included in C.O.R. Project No. 02-21 <br />in a separate feasibility report. <br /> <br />The other project is the ten (10) acre residential subdivision south of this <br />undeveloped area referred to as "Pondvale Estates- C.O.R. Project No. 02-22" in <br />its separate feasibility report. " <br /> <br />2.0 PROJECT NEED <br /> <br />The project as proposed serves these needs: <br /> <br />· Provides connection to the City's water system as well as completing the <br /> looping of the 8" water main stubbed to the east.side of the area. This will <br /> also provide fire protection for the area. <br /> <br />· Provides the access to the interconnection of the proposed water <br /> improvements in the two companion projects discussed in Section 1.0. <br /> <br />· Provides connection to the City's sanitary sewer system. <br /> <br />· After installation of the underground utilities, provides a permanent urban <br /> paved street with concrete curb and gutters and improved storm, drainage. <br /> <br />· Shares in the provision of stormwater detention and water quality <br /> treatment ponds with a positive overflow to the adjacent wetlands and <br /> eventually to the Rum River for this potential development and the two <br /> existing subdivisi'ons adjacent to this project area. <br /> <br />· Provides an alternative means of access to the City's proposed Soccer <br /> Fields and three streets that are stubbed out to this property. <br /> <br />EXISTING CONDITIONS <br /> <br />The proposed project area consists of approximately 36 acres of land that is <br />mostly un-developed except for the City Hall Campus and some rural residential <br />along Nowthen Blvd. (CSAH 5). The land is gently sloped with elevations <br />ranging from 895 to 870. <br /> <br />The City of Ramsey owns approximately 15 of the 36 acres. The City plans to <br />build several soccer fields and possible other public recreational' facilities on a <br />large portion of its property. Fourteen single family lots are shown as possible <br />sources of revenue to help finance this project and maybe part of the recreation <br />facilities.
