3.0

One of the projects is the twenty four (24) acre subdivision of large rural single-
family residential lots that abuts 152"d Ave. and 151st Ave./Fluorine St. just west
of Trunk Highway 47. This project area is included in C.O.R. Project No. 02-21
in a separate feasibility report.

The other project is the ten (10) acre residential subdivision south of this
undeveloped area referred to as "Pondvale Estates- C.O.R. Project No. 02-22" in
its separate feasibility report. "

2.0 PROJECT NEED

The project as proposed serves these needs:

· Provides connection to the City's water system as well as completing the
looping of the 8" water main stubbed to the east.side of the area. This will
also provide fire protection for the area.

· Provides the access to the interconnection of the proposed water
improvements in the two companion projects discussed in Section 1.0.

· Provides connection to the City's sanitary sewer system.

· After installation of the underground utilities, provides a permanent urban
paved street with concrete curb and gutters and improved storm, drainage.

· Shares in the provision of stormwater detention and water quality
treatment ponds with a positive overflow to the adjacent wetlands and
eventually to the Rum River for this potential development and the two
existing subdivisi'ons adjacent to this project area.

· Provides an alternative means of access to the City's proposed Soccer
Fields and three streets that are stubbed out to this property.

EXISTING CONDITIONS

The proposed project area consists of approximately 36 acres of land that is
mostly un-developed except for the City Hall Campus and some rural residential
along Nowthen Blvd. (CSAH 5). The land is gently sloped with elevations
ranging from 895 to 870.

The City of Ramsey owns approximately 15 of the 36 acres. The City plans to
build several soccer fields and possible other public recreational' facilities on a
large portion of its property. Fourteen single family lots are shown as possible
sources of revenue to help finance this project and maybe part of the recreation
facilities. A mixture of multi-family and single family development will used to
determine a conservative storm drainage capacity needed for the remaining
acreage.

Page 2
G;\MunicipaI\ARAMSEY\3168\RA3188FSR.doc -437g-7
