CASE # <br />REQUEST FOR SKETCH PLAN REVTFW FOR LEGACY CHRISTIAN ACADEMY; <br />CASE OF LEGACY CHRISTIAN ACADEMY <br />By: Amber G. Miller, Planning Manager <br />Background: <br />The City has received an application from Legacy Christian Academy proposing to subdivide the <br />property located west of Armstrong Boulevard near the intersection of Armstrong and Bunker <br />Lake Boulevards. The Applicant is also working on a Site Plan for a pre-K-12 school campus. <br />Notification: <br />In accordance with City Code, property owners within 700 feet of the application were notified <br />of the sketch plan proposal. - <br />Observations: <br />Legacy Christian Academy has applied for a subdivision within the Pine Shadows Addition to <br />accommodate a future 225,000-275,000 square foot school. The Subject Property is currently <br />184.91 acres and is Zoned R-1 Residential, R-2 Residential, R-3 Residential and TC-2 Sub - <br />District. Lot 1 is proposed to be 88.12 acres, 75.30 acres of non -wetland. There would be two <br />Outlots remaining; Outlot A would be 38.71 acres and Outlot B would be 49.23 acres. <br />All lots meet minimum lot width, frontage, and size requirements for all of the zoning districts. <br />The site proposes one access from Armstrong Blvd where Bunker Lake Blvd would be extended <br />as a local street within a 120' right-of-way. Upon development, Outlot A would access an <br />improved Puma St and Alpine Dr, Outlot B would access from the extended Bunker Lake Blvd <br />and potentially an improved Puma St. Full build out of Bunker Lake Blvd shows it as a four lane <br />road with two lanes in each direction. The first phase proposes to construct one lane in each <br />direction, with a cul-de-sac at the westerly entrance to the school property, and a trail on the <br />north side of Bunker Lake Blvd to Puma St and then north to Outlot A. Staff would like to have <br />two lanes constructed all the way to Puma St, and improve Puma St to City standards all the way <br />from Bunker Lake Blvd to Alpine Dr, including a trail. In addition, the westerly leg of the <br />Bunker Lake and Armstrong Blvd intersection would need to be constructed full width, based <br />upon the revised traffic analysis and ultimate intersection design. Consistent with the City's <br />comprehensive trail plan and the 2030 Comprehensive Plan, an off road trail must also be <br />constructed along the existing wetland that traverses the site from west to east. <br />Municipal Water and Sanitary Sewer will be extended to serve the proposed subdivision from <br />Armstrong Blvd. The cost of the utility extensions will be paid by the developer, with any <br />oversizing necessary to serve the larger service district being paid by the City's corresponding <br />73 <br />
