Memo <br />DATE: <br />TO: <br />FROM: <br />September 10, 2010 <br />Ramsey Planning Commission <br />Community Development Staff <br />CASE # <br />RE: Staff Update <br />City Council Update. The following is a brief summary of actions taken in August that may be of <br />interest to the Planning Commission: <br />Request for Outdoor Display of Items for Sale (Modular Homes). The City Council approved a request to <br />display modular homes for sale in the B-2 Highway Business District at 7820 Riverdale Drive. Due to <br />the unique nature of the items for sale, the City felt necessary to enter intoan agreement to ensure all <br />applicable laws are followed. <br />Request for Comprehensive Plan Amendment in the City of Andover. The City Council forwarded <br />comment to the City of Andover in regards to a request to re -guide an area from rural residential to low <br />density residential. Adjacent jurisdictions are given- the opportunity to comment on any Comp Plan <br />amendment within 60 days. <br />Request for a Conditional Use Permit to Exceed Sign Restrictions at 7245 Highway 10. The City Council <br />approved the agreement for an off -premise sign due to public safety concerns for Dolphin Fast Food <br />(Burger King). <br />Update on MRCCA Rulemaking. The City Council forwarded a response to the first draft of the <br />Mississippi River Corridor Critical Area (MRCCA) rules update. A copy of the response is attached for <br />your review. Following these comments, the DNR has indicated a willingness to incorporate these <br />comments in certain locations. DNR staff has indicated that an amendment it land use in certain areas <br />and continues to refine with City Staff in other areas. Staff will forward any changes as received. <br />Update on the Comprehensive Plan. City Council has directed Staff to approve the Comprehensive <br />Plan without any note of 18055 Roanoke Street (Rum River Central Regional Park In -holding Parcel) as <br />Park or Future Park. The Council further directed Staff to work with Anoka County to request that Anoka <br />County remove reference as future park in the 2006 County Plan. Since this direction, Staff has worked <br />with the Metropolitan Council to discuss options to formally approve Ramsey's 2030 Comprehensive <br />Plan, who has detennined that since the City's plan was submitted -prior to the full County <br />Comprehensive Plan, the City shall be allowed to guide this parcel as residential. In addition, it was <br />determined that the language in the 2006 County plan stated additional amendments to plan shall be <br />required to make this future acquisition official, which has not occurred. City Staff continues to work <br />with Anoka County to remove any remaining references to future acquisition, a request of the property <br />owner and direction of the City Council. The final version of the Comp Plan has been transmitted to the <br />Metropolitan Council, and City Staff anticipates that the plan will be implemented in the following <br />weeks.
