Case #1: Discuss Concept Plan for North Park within Town Center
Park Supervisor Riverblood explained we don't have funding within the Capital Improvement
Plan for this park space earmarked yet because we did not have a detailed park plan. We do have
each year within the Parks Capital Improvement plan a $5,000 line item which has not been used
yet for 2010. Also, we have the City's municipal well there which-could be called upon for
modest landscape improvements for water line pipe to that area for irrigation for a small amount
of lawn. There is also an identified need for an off leash area.
Vice Chair Backous asked what size trees would be put in there. Riverblood responded probably
1-1/2" or 2", 2-1/2".
Vice Chair Backous asked for a description of utility funds
Park Supervisor Riverblood responded our rates have to be indexed to the real cost of operating
utility.
Vice Chair Backous asked what the project cost would be. Park Supervisor Riverblood
explained first a concept plan is needed and then cost it out, however we are not at those levels of
improvements right now. Right now we are talking about attempting to get some irrigation,
utilize with no hard cost, and work on top soil and grading when staff time allows.
Parks Supervisor Riverblood reviewed the North Park Preliminary Concept Plan.
Motion by .Commissioner Olsen, seconded by Commissioner Bennett, for staff to continue
working on the concept plan for North Park in Town Center.
Motion carried. Voting Yes: Vice Chair Backous, Commissioners Barr, Bennett, Fyten, LaMere
and Olsen. Voting No: None. Absent: Chairperson Shryock.
Case #2: Discuss Statewide Health Impact Program Opportunity with Anoka County
Parks Supervisor Riverblood reviewed the staff report and asked the Commission if they have
any other ideas or near future ideas outside of the bullet points outline in the staff report.
Commissioner Olsen commented on involving our local school. Come up with ways of getting
multiple families involved.
Case #3: Input on Park Re-Naming for Meandering Commons
Parks Supervisor Riverblood summarized that at the joint meeting in June the City Council
encouraged the Commission to discuss the proposed name and provide a recommendation on
The Draw or another suitable name.for the park space in Town Center.
The Commission discussed the name Artison Commons.
Park and Recreation Commission/July 8, 2010
Page 2 of 4
