They state there is some lack of flexibility based on type of residential development and the <br />nature of the density of the project. <br />Commissioner Olson asked if single family homes are not included in this and Associate Planner <br />explained that it is just apartment complexes and right now this is just an interim solution. <br />Commissioner Shryock asked if staff has discussed multi family housing because they provide <br />just as many users to the park and trail system. <br />Parks Supervisor Riverblood answered that what the Associate Planner laid out is customary to <br />have a sliding scale, with respect to apartment buildings placing demand on the park and trail <br />system is no different than a residential property but with the greater densities they may be using <br />them at different times so it is quite common to have a sliding scale. <br />Park Supervisor Riverblood also stated that a comprehensive metro wide park and trail analysis <br />was just submitted and when the results of that come back around mid September then the <br />Commission will look at our fee structure to those of adjoining communities to make sure that <br />we are not so competitive that we are not attracting the right kind of residential mixes. <br />Commissioner Bennett asked if the dedication of property under review for 2011 as well with <br />Council's direction on park development an option to have out there on the table. <br />Park Supervisor Riverblood responded it is still out there and there has been no directive or <br />conversation on it. With regards to Commission's park and trail map we know where the larger <br />.park pieces are going to be along with where the trail corridor is going to be so we have a good <br />commission of neighborhood and community parks. <br />Associate Planner Gladhill's comment from a planning perspective is_in several years until we <br />see a larger subdivision we want that land contribution as a tool if we determine if it is a need, <br />we have some larger tracts of land which we anticipate will develop in the future and we may <br />find a need for in that area a smaller neighborhood park within walking distances. <br />Motion by Commissioner Bennett, seconded by Commissioner Olsen, to recommend altering the <br />fee schedule to accommodate assisted living facilities and higher density developments. <br />Motion carried. Voting Yes: Chairperson Shryock, Commissioners Bennett, Fyten, LaMere and <br />Olsen. Voting No: None. Absent: Vice Chair Backous, Commissioner Barr. <br />COMMISSION/STAFF INPUT <br />Park Supervisor Riverblood updated the Commission on the success of the Amphitheatre <br />Performance and Farmers Market. <br />Park Supervisor Riverblood stated the SHIP Agreement with the County was that staff had <br />prepared a proposal for the County and the County agreed to fund the City $28,000 which will <br />go to City Council for approval. <br />Park and Recreation Commission/August 12, 2010 <br />Page 2 of 3 <br />
