INFORMATIONAL UPDATE ON PROPOSED CHRISTIAN LEGACY
ACADEMY DEVELOPMENT
By: Mark Riverblood, Parks Supervisor
Background:
Observations:
Commission Action:
Based upon discussion.
P &R: 09/9/10
CASE #2
The purpose of this case is to provide the Park and Recreation Commission with
information on a proposed new plat and facility that is described by the applicant as:
"Legacy Christian Academy (LCA) is planning the development of a new 1,200 -1,500
student pre -K -12 comprehensive campus on an approximately 88 acre site in Ramsey.
The new campus will consist of the principal education and administrative building and
ancillary facilities (recreation and sports fields and buildings) serving the school (the
"Project').
The Project is anticipated to be constructed in phases, with the initial phase serving
approximately 700 -900 students, with future expansion to accommodate an ultimate
student population of 1,200- 1,500. Upon completion, the total building areas will
comprise approximately 225,000-275,000 sq. ft. with outdoor facilities comprising
approximately 50 acres of programmed fields and athletic facilities."
This proposed project is anticipated to be at the preliminary plat stage, and before the
Planning Commission as soon as their September 2010 meeting — and therefore the Park
and Recreation Commission may be acting on this plat and project as soon as October
2010.
Staff is in the early stages of reviewing the LCA's submittals, and also their requests to
consider certain `shared use agreements' for the athletic facilities they are planning for; to
potentially discount some of the cash Park Dedication that would be owed to the City.
More information on this project and the initial responses to community access to their
athletic fields and facilities will be available at the meeting.
The Commission should familiarize themselves with the project area and the attached
document from LCA. Also attached is the corresponding area from Park and Trail Plan
map.
