Motion carried. <br />7.05: Consider Authorization of a Memorial Park in The Draw <br />City Administrator Ulrich reviewed the staff report. He recommended approval of the resolution <br />subject to one addition to the amendment, which would add a third provision, stating that the <br />Ramsey Rotary would enter into a maintenance agreement with the city for this memorial. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to adopt Resolution #10- <br />08-166 recognizing the Ramsey Rotary Commemorative Park Project.. <br />Amendment by Councilmember McGlone, seconded by Mayor Ramsey (for discussion), calling <br />for a questionnaire to be put in the city's utility billing, the newsletter, or the website to poll <br />people's opinions on whether they would like to see a memorial in the pazk. <br />Further discussion: Councilmember Wise questioned whether a questionnaire would slow down <br />the process or interfere with a timeline. <br />City Administrator Ulrich stated that there was no firm timeline. <br />Councilmember Wise asked if there was a cost to do a questionnaire and also wondered how <br />extensive the questionnaire would have to be. <br />City Administrator Ulrich suggested the Ramsey Resident Newsletter or utility billing as viable <br />options for getting a questionnaire out to the public. <br />Councilmember Elvig said that there is an educational aspect that needs to occur when polling <br />the public. He believes that this is a tremendous project and he wants to see it move forward. <br />Councilmember Look stated that he felt a memorial would be better suited for a passive park <br />setting rather than it going into an active park; therefore, he supports the amendment. <br />Councilmember Jeffrey expressed that he did not support the amendment. He points out that the <br />memorial would not be located right in the center of the pazk and it is a gift to the community. <br />He said that there has been a lot of discussion with the Park Boazd and others. He feels it is a <br />great project and location and he does not support the amendment. <br />Councilmember Elvig was also in favor of the memorial. He had personally reflected at <br />memorials in busy parks before and he finds the location fitting. <br />Councilmember McGlone. stated that this is a private organization commemorating a private <br />disaster. He said that he has a problem with memorials in parks, and he is hearing from the <br />public that some people are not supportive of the memorial. <br />City Council /August 9, 2010 <br />Page 9 of 13 <br />
