Absent: None. <br />Further discussion: City Administrator Ulrich asked for clarification on whether the third <br />provision (Ramsey. Rotary would enter into a maintenance agreement with the city for this <br />memorial) was included in the motion. Mayor Ramsey indicated that it is included. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Wise, Dehen, and Jeffrey. <br />Voting No: Councilmembers Look and McGlone. <br />7.06: Consider a Resolution Authorizing Staff to begin the Recruitment Process for an <br />Economic Development/Marketing Manager <br />Interim Human Resources Representative Lasher reviewed staff s report <br />Councilmember Elvig stated that he feels that it is critical to fill this position because we cannot <br />be passive about potential development opportunities. Business isn't going to come to us, we <br />have to go out and get it. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #10- <br />08-167 authorizing staff to begin the recruitment process for an Economic <br />Development/Mazketing Manager. <br />Further discussion: Councilmember Jeffrey explained that in looking back at Economic <br />Development Authority minutes and what was talked about at the Personnel Committee in July, <br />he thinks it was a mistake to not move this position forwazd sooner than now. It is awell-needed <br />position. <br />Councilmember Dehen opposed filling this position on the premise that a marketing manager <br />consultant was hired to do this type of work for The COR and he doesn't feel it makes sense to <br />have two people doing the same job. <br />Mayor Ramsey pointed out that someone was hired to take Gaze of The COR, but there are other <br />azeas outside of The COR that need to be taken care of. <br />Deputy City Administrator/Community Development Director Nelson said that there is a lot <br />going on development-wise in areas of the city outside of The COR. For example, in the <br />industrial azea, Hazbor Industries has interest and would bring in approximately 60 good jobs to <br />the city. The EDA has discussed development along 167' and Highway 47 and there may be <br />some interest on behalf of the golf course and the business owners in that area. Opportunities <br />need to be chased. On average, three to five people per week call regarding property availability. <br />With businesses shopping different communities, it's important to have someone on staff that is <br />available to devote the time necessary to try bringing business here. <br />Councilmember Look stated that businesses are window shopping, but no one is buying right <br />now. People aren't buying because the banks are not lending money. He is concerned that TIF <br />City Council /August 9, 2010 <br />Page 10 of 13 <br />
