Councilmember Elvig stated he was concerned about the damage that could be created. Ms. <br />Campbell responded the DNR could shut the trail down temporarily and the association had the <br />funds to repair the trails if they were damaged. <br />2) 2011 General. Fund Budget <br />Finance Director Lund presented the staff report. <br />It was Council's consensus to proceed as previously discussed and to not have an August 31 <br />workshop meeting to discuss the budget. <br />3) Mississippi River Trail -State of MnDOT Planning <br />Parks Supervisor 12iverblood presented the staff report. <br />It was Council's consensus for staff to aggressively pursue the staff srecommendation - to <br />receive Council concurrence, so as to allow staff to explore several initiatives to reverse the <br />direction of the MnDOT MRT planning process to ensure that Ramsey remains literally on the <br />MRT map. These action steps would be 1) Vehemently oppose the removal of Anoka and <br />Ramsey from the RMT mapping to include: resolutions if necessazy, building coalitions, and <br />calling on assistance from appointed and elected officials if deemed effective; 2) Bring back for <br />Anoka and Ramsey's City Councils, an advance construction plan for the MRT's construction <br />from King's island, thought Mississippi West Regional park to the existing trail to the river and <br />site of the future pedestrian overpass; 3) Authorize staff to contact property owners between <br />alpaca Estates and Bowers Drive to see if there are opportunities to construct a trail connecting <br />these subdivisions in advance of development in this vicinity; and 4) other measures as may be <br />necessary and prudent. <br />4) Consider Statewide Health Improvement Program Agreement with Anoka County <br />Pazks Supervisor Riverblood presented the staff report. <br />Councilmember Look stated he struggled with spending tax dollars on getting people to recreate. <br />Cindy Tranby, Anoka County, noted these funds were part of the Health Care Access Fund. She <br />summazized the program. <br />It was Council's consensus to proceed with the program with Anoka County. <br />5) Discussion regarding Options for Staffing 2010 Happy Days <br />Interim Human Resources Representative Lasher presented the staff report. <br />Councilmember Look stated he wanted to reduce the work in terms of Highway 10 code <br />enforcement and if the planning department had too much work, the City might have to hire a <br />contract planner. <br />City Council Work Session /August 24, 2010 <br />Page 2 of 4 <br />
