Council worksession in September. City Attorney Goodrich stated a moratorium was not <br />necessary because this was the law today. <br />Assessment Policv <br />Councilmember Dehen asked why staff was not incorporating an assessment policy as a <br />part of the budget. City Administrator Ulrich believed the Council had discussed a <br />variety of fees to be put in place to help with the assessment of fees and the Council <br />direction was to survey the public as to what fees were going to be acceptable. He <br />indicated staff would work with the Public Works Committee on the survey questions. <br />4. Visit from Coneressman <br />City Administrator Ulrich noted Congressman Oberstar came into town and staff had the <br />opportunity to discuss rail funding with the Congressman. <br />5. Rail/Transit Stop <br />Mayor Ramsey summarized the history of the rai]/transit stop in the Town Center. He <br />recommended the public send him an email indicating whether they were for or against a <br />rail/transit stop. <br />6. Old City Hall <br />City Administrator Ulrich noted the building in front of the old City Hall would be <br />demolished and the site would be cleaned up by Happy Days. <br />9.
