However, under this Ordinance, they could only do an inspection upon request. <br />Councilmember McGlone stated he was not happy with this proposal and he would like to see all <br />single-family property exempt from the licensing procedure. <br />Councilmember Dehen believed the majority of the Council wanted to do away with rental <br />licensing and the fees associated with it. <br />Councilmember McGlone believed the point of contention was the forced inspection. He <br />believed each building should be inspected, or have an opportunity for inspection as well as in an <br />emergency situation, there was contact information on file. He stated he would not vote in favor <br />of this proposal because it did not include single-family. <br />Councilmember Wise believed the intention was not to have single-family homes included. He <br />believed it was the Council's intention that apartment buildings and condominiums that were <br />intended for multi-use to have only the unoccupied units inspected. <br />Councilmember McGlone made an amendment to exempt all townhome dwellings from the <br />Ordinance. <br />City Administrator Ulrich believed this was a substantial change that would need further <br />definition. <br />Mayor Ramsey stated he wanted to protect the resident who had to move out of their townhome <br />due to circumstances not under their control and had to rent it. He did not want those townhome <br />owners to be subject to the Ordinance. He believed if an owner was making a living out of <br />renting townhomes, they should be subject to the Ordinance. <br />Councilmember Dehen asked if the City could require a nominal rental fee for every rental <br />property in the City and forget about the inspections. <br />Planning Manager Miller stated as long as the City did not guarantee that by the acceptance of <br />the fee, the building met the building Codes, staff would not have an issue with that proposal. <br />Councilmember Dehen stated it was important that the City knew who the owner of the building. <br />was for emergency purposes and if the Councilmembers did not like the inspection fee, then the <br />inspection fee should be gotten rid of. <br />Councilmember Wise recommended introducing the Ordinance and revising it down the road. <br />Councilmember Look did not believe there was a difference between single-family rental and <br />owner occupied.
