Mayor Ramsey asked how would Bury and Carlson not say they are in it for the whole year -the
lease was not written that they would pay taxes -they are paying rent in lieu of taxes. The
contract year is 4/1/10 to 3/31/11 - if we terminate this lease, it's $39,000 something.
Ms. Lund stated that would cover the difference we paid.
Councilmember McGlone asked what this property is costing us today to which Mr. Olson
replied about $5,000.
Councilmember McGlone stated that we own about 20 acres of land in a commercial
development that someone else is paying for except for $5,000 - he expressed that he is in favor
of this. The tenant would like to increase his operation to a use in compost. He believed it
would be a service to the citizens of Ramsey. He stated he would be in favor of this. A $2,400
deficit - we should not have a problem giving ourselves a CUP. He stated he did not want to
make what seems to be a bad investment - it costs us virtually nothing as an investment in the
futute.
Councilmember Elvig inquired if we know where we will be storing snow as the COR builds
out. That site would be reasonable for storing snow.
Mr. Olson reported that we currently own all the property out here so we have the ability for
snow storage right here. Mr. Olson stated he did not have any false hopes that money will be
available to move all of Public Works. There is a cost but more so if you have to do it in a hurry.
If we are allowed to move slower -that's better.
Mayor Ramsey suggested staff go back to Bury and Carlson and see if they have an interest in
using that back piece. Maybe they would be willing to come up with $5,000 for it. He stated he
is not interested in taking that off the tax rolls. If they want to use it, they may be interested in
paying for it.
Councilmember Wise commented that now taxes would be going down.
Councilmember McGlone reiterated it's a cheap investment to own 20 acres for $5,000 a year.
Mayor Ramsey stated that we paid money up front for this too.
Councilmember Dehen inquired if our Public Works area is over capacity right now.
Mr. Olson stated we currently have a little over six acres and we are busting at the seams. It was
noted that it does cost us $5,000 to own the land versus it could cost us nothing.
Councilmember Elvig asked do we need this land now or could we extend it out for three years.
Mayor Ramsey felt we should see if they are interested in using the property and paying $5,700
and to bring it back for Council discussion.
City Council Work Session /August 9, 2010
Page 3 of 7
