Councilmember Elvig asked what about wells - is that still an option. <br />Mr. Olson reiterated that eight is all DNR would give approval for but if you aze doing that you <br />will have to put in monitoring wells. <br />Councilmember Elvig stated if we are going to do a water treatment as the DNR and Met <br />Council mandate, maybe nine through 16 aze available, if we do all this extreme work and show <br />people we can do this. We are spending money but we are no further along in this process. <br />Mr. Olson stated there isn't any surface water connection -then we can. continue with ground <br />water source. We should move forward and give them the quality of water they are paying for. <br />Mayor Ramsey reported that County Commissioner Dennis Berg told him this was going to be a <br />regional problem and a regional funding. This is just an informational. piece and hopefully we <br />can pursue additional funding. Bolton and Menk will come in pro bono and talk about what our <br />next steps could be and look at the monitoring we have done. <br />Councilmember Look stated that Cyonics was interested in this and he did not Gaze who but they <br />could do it for less than $20 million -drilling 9 - 16 for $14 million - that's a six million dollar <br />savings. But if the DNR says you aze not able to do that, then we need to bring it before State <br />legislation <br />Mr. Olson stated that we did talk to the DNR -they said we do not have anything. <br />Councilmember Look stated we should look at the ultimate funding through the State. <br />3) Winter Sports Events <br />Police Chief Way reported that last week he and the Mayor met with Pete Turok and the Mayor <br />of Anoka and talked about the Mayor's Trail Ride. We will move forwadd and include six cities <br />in our ride. The ride is scheduled for January 22. He summarized some tentative plans for the <br />ride, which may include outdoor winter golfing, maybe a fishing tournament, etc. He stated he <br />would try to get something in the Ramsey Resident and will continue to work with the Chamber <br />of Commerce and expand to six cities. <br />4) 2011 General Fund Budget <br />Finance Officer Lund disseminated a draft budget sheet and stated she is looking for direction to <br />bring back to the August 24 meeting that shows a 37.81 tax rate for 2010 - 39.99 tax rate with a <br />5 percent decrease. We are looking at a 10 percent decrease. She showed an average home in <br />Ramsey with a 39.99 tax rate -the City's taxes would go down about $20. She talked about <br />one-time moneys and talked about pay down ofdebt - if we use $186,000 of one time money. <br />City Administrator Ulrich asked if this is what the City Council is looking for for the August 24 <br />meeting. $413,000 reduction in our levy -land does go up somewhat but the taxpayers are not <br />City Council Work Session /August 9, 2010 <br />Page 5 of 7 <br />
