additional employees hired by the City and the County would be paying more than they should <br />for janitorial services, etc. <br />Chairperson Look stated he was concerned if this arrangement would be a good fit. He asked if <br />the City would be reimbursed for the build-out if the County left after five years. <br />Deputy City Administrator Nelson replied if the County left prior to five years the County would <br />pay for the entire build out, but if the County stayed longer than the five years, the City would <br />not be reimbursed for the build out. However, she indicated the County was looking at this as a <br />long-term relationship and the County was willing to make an investment. She noted for the <br />build out, the County would pay $55,000.00 with the City paying the rest. <br />Chairperson Look stated he liked the idea of this; but was concerned this could become a liability <br />instead of an asset and he would like to see the lease for five years and giving the City an "out" if <br />things did not work out. <br />Deputy City Administrator Nelson responded this could be an issue with the County, but there <br />could be ways to address this. <br />Councilmember Elvig stated the build out allowance seemed high to him. He expressed concern <br />regarding the CAM and he wanted to make sure the County paid for their fair costs. He <br />suggested locking into the CAM into the fifth year after the City had a history to look at. <br />Deputy City Administrator Nelson responded the build-out allowance was based upon research <br />as to what the common build-out allowance was. She noted this could be a $125,000 remodel. <br />She indicated she would be doing more work on the build out contribution. <br />Chairperson Look stated he was okay with the CAM. With respect to the escalator, he suggested <br />two. <br />The consensus was to go with afive-year lease term with the option of a ten-year lease term. <br />Councilmember Elvig suggested staff talk to Target Commercial Interiors for assistance also. He <br />noted a company such as this pretty much gave away their services in anticipation of selling <br />furniture. <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to recommend that the <br />City Council Authorize a Request for Proposals for Architectural and Construction Management <br />Services. <br />Motion carried. Voting Yes: Chairperson Look, Councilmembers Elvig and Wise.
