Preliminary Site Plan Review - Ramsey Medical Building <br />September 9, 2010 <br />Page 3 of 6 <br />story building. The architectural elevations indicate a design consistent with the goals of the <br />design guidelines and do not contain continuous rooflines. <br />• A diverse mix of materials is encouraged, applied in a variety of proportions, exposures, and <br />detailing, especially along all street frontages. The proposed building will include a mix of <br />brick, stone, glass, and metal accents. <br />Building Height: The TC -1 District requires a minimum of two (2) stories and a maximum of five (5) <br />stories for all buildings within this district. The proposed building is two (2) stories. <br />Waste Storage: The waste storage area is proposed to be a masonry enclosure along Civic Center Drive. <br />This complies with City Code. <br />Off - Street Parking - Spaces Required: The Town Center zoning district a maximum parking space <br />standard of 4 per 1,000 square feet of building for medical clinics and offices; which equates to 174 <br />maximum spaces in this case. The preliminary site plan proposed 138 off -street parking spaces with space <br />for eleven (11) on- street spaces. It is anticipated that a portion of the proposed surface parking lot will be <br />converted to structured parking in the future to maximize shared parking on the block. <br />Signs: Please note that all signs for the proposed building must be approved through a separate sign <br />permit process. <br />Landscape Review <br />Reviewer: Chris Anderson <br />canderson(i�chranzsey.nm. us <br />763 - 433 -9905 <br />Landscaping Plan: The following comments are offered regarding the August 13, 2010 <br />Landscaping Plan prepared by Brodsho Consulting: <br />• While Staff is generally supportive of private landscape improvements within the public <br />right -of -way, there is a concern about long -term maintenance of these plantings. Any <br />landscaping improvements other than sod in the boulevard area will require a <br />maintenance agreement specifying that it will be the subject property owner's <br />responsibility to maintain. <br />• Regardless of whether it is sod, perennials, and/or trees, Staff would like to see the <br />boulevard areas irrigated. Irrigation details must be submitted for review. <br />• All proposed landscaping in the boulevard areas must be tolerant of deicing salts and <br />harsh growing environments. <br />• Topsoil, whether it is imported or the existing topsoil is amended, must meet or exceed <br />MN DOT's Premitun Topsoil specification. If amending onsite topsoil, documentation <br />must be supplied to the City to verify that the amended material meets MnDOT's <br />Premium Topsoil Borrow specification. <br />• At the time of installation, all shrubs must be at least twenty -four (24) inches in size.. <br />• All disturbed areas must be sodded. Any deviation from this condition requires City <br />Council approval. <br />
