Preliminary Site Plan Review - Ramsey Medical Building <br />September 9, 2010 <br />Page 4 of 6 <br />• Should City Council approve the use of seed rather than sod, details will be required <br />outlining application rate(s) and installation method. <br />• Staff supports the use of native grasses; however, it is unclear whether the intent is to <br />mow this area or to let the grasses grow to their natural heights. If it is the later, signage <br />or some other strategy may need to be implemented because, to the untrained eye, native <br />grasses have an appearance of an unmaintained area, which may not be appropriate in <br />The COR. <br />• Please clarify in planting schedule whether it is red oak (Quercus rubra) or northern pin <br />oak (Quercus ellipsoidalis) that is proposed. <br />• Finally, if this project is attempting to eliminate any irrigation of landscaping, some <br />thought should be given to installing curb cuts (or eliminating curbing altogether) around <br />the parking lot islands. The planting area could then be slightly depressed and utilized to <br />capture the storm water runoff, creating a benefit of infiltration while also irrigating those <br />plantings at the same time. <br />The Applicant is responsible for maintenance of all proposed landscaping above and beyond City <br />requirements, including the right -of way. <br />Tree Preservation: This site is devoid of any significant tree cover and therefore, no tree preservation <br />plan is necessary. <br />Engineering Review <br />Reviewer: Tim Himmer, City Engineer <br />th immert ci. rarnseV• mn. us <br />763 - 433 -9893 <br />Grading and Drainage: The building floor elevation should be set to be above the adjacent grade of the <br />public streets while meeting ADA accessibility guidelines: The grade from the building to the property <br />lines and extending to the limits of the shared accesses must be set to match the plans for the future <br />buildings and parking. <br />The COR Development utilizes regional stormwater ponds for rate control and water quality treatment. <br />Each individual site needs to provide additional water quality treatment through the use of rain gardens, <br />water quality treatment structures, or other BMP's. The plan is proposing to install a conventional system <br />sewer system (inlet structures and pipes) that lead to a single discharge point at the southeast corner of the <br />site.. Drainage calculations for both pipe and Stormceptor sizing must be submitted for review. The <br />proposed Stormceptor design (sizing, removal efficiencies, specifications, etc.) should also be forwarded <br />for review. Additional BMP's should also be considered and investigated to provide for some rate control <br />and lessen the need for downstream piping/structure sizing, and reduce the volume of water leaving the <br />site. <br />Is it proposed that each subsequent Outlot that develops be required to provide their own separate <br />stormwater management plan, or is there a way to integrate stubs to the adjacent property? There are <br />several locations where "gutter out" curb and gutter are proposed on the plans, but it appears as if <br />drainage conflicts may result in a few locations; specifically around the median in the northeast corner of <br />the parking lot, around the median in the southeast corner of the parking lot, and directly in front of the <br />building. The proposed bituminous curb along the north parking lot line is strictly a temporary <br />improvement until the Outlot to the north develops.
