At <br />CONSIDER PROPOSED DEVELOPMENT AT NE QUADRANT OF RAMSEY BLVD <br />AND BNSF RAILROAD <br />By: Darren Lazan, Development Manager <br />Background: <br />This site was the subject of efforts in the past to locate a gun range and pro shop facility. The <br />project was conceptually sketched and some terms were exchanged before the deal went <br />dormant. In the early summer of this year, the Development Team reached out to the proposed <br />business owner in an effort to structure a deal within The COR for this user. Several sites were <br />explored: <br />• On Rhinestone, south of the Parkway — This site could have been combined with the <br />Community Center structure to make efficient use of parking and site. Ultimately, there <br />was concern regarding the potential conflict with the community center construction and <br />concerns that this project would limit that flexibility. Concerns were also expressed <br />regarding the proximity of this use to PACT Charter School. <br />• On Sapphire Street, north of Sunwood, mid block — This site would have had a great <br />shared parking solution and could technically have gone forward, but there were concerns <br />about the user's ability to construct a 2-story building, and if that requirement was <br />waived, what effect it would have on other users in the area. <br />• Above the existing police station — this site, again while feasible, was a practical concern, <br />and some felt it would not be the best co -tenant for the Municipal Plaza. <br />• Around the well house — this site could be made to work, but became difficult to resolve. <br />While it would have solved a very difficult issue we face related to the development of <br />this block, the City would need to take an ownership position in the structure, and there <br />were concerns related to the effect on the marketability of the adjacent properties on this <br />key downtown block. <br />After considerable discussion, it seems that this user may, in fact, be best suited to the original <br />property. We have spent a considerable effort on vetting their ability to execute a development <br />deal, what their immediate and future expansion needs are, as well as leading an effort to vet out <br />their virtual training facility and its value to the Ramsey Police Department. We believe this is a <br />project that can proceed and can provide a value to the City beyond that of a typical <br />development. <br />This property is currently owned by The City of Ramsey, and could be developed as either an <br />HRA project, or an EDA project. <br />We have prepared a conceptual sketch of a proposed configuration that is acceptable to the <br />proposed user. We have also proposed a potential deal structure to this user that would be <br />essentially the same as what was previously contemplated, and could also yield more <br />development in this parcel than previously designed. <br />
