Additional items that will be <br />evaluated within this feasibility study include; pipe material and sizing, utility extensions, <br />roadway design, cost breakdowns, trails, etc. Maintenance agreements will be required for <br />all private storm ponds to ensure that they continue to function as designed into the future. <br />Based upon the improvements proposed permits will be required from the Lower Rum River <br />Water Management Organization and the MPCA (NPDES construction permit). <br />Easements: Standard drainage and utility easements ten (10) feet in width abutting <br />dedicated right -of -way and five (5) feet in width along both side and rear lot lines are shown <br />on the preliminary plat. Additional easements are required to encumber the 100 -year flood <br />zone for all existing and proposed surface waters and wetlands. Easements should also be <br />dedicated over all utility trunk lures that extend internal to the site so the City has access to <br />maintain those facilities. <br />Right - of - Way Dedication: Dedications are proposed to maintain a continuous one hundred <br />and twenty foot (120') right -of -way for the Bunker Lake Boulevard extension. Forty feet <br />(40') of half right -of -way must also be dedicated along Puma Street, consistent with the <br />PINE SHADOWS subdivision, through the extent of this proposed plat. <br />Utilities: Utility plans have been submitted for review, and those plans will be evaluated <br />through the requested feasibility study process. The costs associated with such extensions to <br />serve this project will be paid by the developer, with any oversizing necessary to serve the <br />larger service district being paid by the City's corresponding Utility Funds <br />Park & Trail Fees: The 2010 rate for Park Dedication and Trail Fees are $4,738 /acre and <br />$1,090 /acre respectively for commercial properties. Because City staff and the applicant continue to <br />dialogue about the exact configuration of lot lines and sizes, this fee will be determined at the time of <br />final plat. <br />Sanitary Sewer, Water, Stormwater Trunk Fees. The 2010 rate for Sewer, Water, and Storm - <br />water Trunk Fees are $3,824 /acre, $8,337 /acre, and $4,465 /acre respectively for commercial <br />properties. Because City staff and the applicant continue to dialogue about the exact configuration of <br />lot lines and sizes, this fee will be determined at the time of final plat. <br />Lighting: City standards r equire that the luminaire (light source) must not be visible from beyond the <br />property line. Any lighting proposed to illuminate off- street parking areas, signs, or <br />facilities /structures shall be arranged to deflect light away from Bunker Lake Blvd and adjacent <br />properties. A lighting plan must be submitted for review prior to final plat approval. The applicant is <br />responsible for the installation, and 3 years of operations and maintenance, of all boulevard lighting <br />consistent with the Town Center master lighting plan.
