Legacy Christian Academy <br />Sketch Plan Review <br />September 27, 2010 <br />Page3of5 <br />• Minimum required size at time of planting is 2.5 inches diameter for deciduous overstory trees, 6 <br />feet in height for coniferous trees, 1.5 inches diameter for ornamental trees and 24 inches in <br />height/width for shrubs, whichever dimension is more applicable per species. <br />• At each of the four (4) entrances to the site, the vision clearance triangle must remain free of any <br />plantings to ensure unobstructed site lines. This may require eliminating certain plantings <br />adjacent to each entrance /exit. <br />• All disturbed areas must be sodded. Any deviation from this condition requires City Council . <br />approval. <br />• All landscaped areas must include in- ground irrigation. The irrigation system must include rain <br />sensors and back -flow preventer devices. Details must be submitted for review. <br />• All disturbed areas must be covered with six (6) inches of topsoil that meets Mn/DOT's Premium <br />Topsoil Borrow specification. If amending onsite topsoil, documentation must be supplied to the <br />City to verify that the amended material has been tested and meets Mn/DOT's Premium Topsoil <br />Borrow specification. <br />• A forty (40) foot bufferyard between the school and the adjacent single family lot on Puma St <br />must be maintained and should include at least fifty -eight (58) trees (which is equivalent to an <br />• additional 25% of the required site plantings [231] excluding the parking lot plantings). Some of <br />the existing site landscaping could be shifted into this bufferyard area to satisfy the planting <br />requirements. <br />Tree Preservation Plan: A tree preservation plan, prepared by Anderson Engineering and dated. <br />September 3, 2010, has been submitted. Tree protection fencing must be installed prior to the <br />commencement of any earthwork. There shall be no trenching within the dripline of protected trees <br />nor shall there be any storage of equipment, materials, debris, soil deposits or fill within the protected <br />tree zone. <br />Engineering Review <br />Reviewer: Tim Hirnrner, City Engineer <br />thimmerte@,ci.ramsevaniz.us <br />763- 433 -9893 <br />Traffic Analysis: A detailed traffic analysis is required for the proposed project, and must <br />be submitted for review prior to fmal plat approval. The findings from this analysis will <br />assist in the final design of the surrounding roadway network. <br />Grading and Drainage: The proposed grading plan appears to work generally well, but <br />there are a few locations that should be evaluated for improvements. In the northwest comer <br />of the site portions of the soccer fields drain directly to the Puma Street right -of -way; since <br />this road does not contain storm sewer and is minimally maintained additional considerations <br />must be made to capture this runoff within the development area. I am assuming that all <br />internal access roads and parking areas will have concrete curb and gutter on the edges and <br />around the perimeter; if this is the case it appears . that the surface drainage from the main <br />parking lots cannot reach the proposed storm pond #1. Please clarify the intent of the surface <br />runoff from these paved surfaces. Attempts should be made to relocate pond inlets and <br />outlets such that greater separation exists for adequate stormwater treatment; this concern is <br />most prevalent within ponds 1 and 5.
