22 <br />Legacy Christian Academy <br />Sketch .Plan Review <br />September 27, 2010 <br />Page2of5 <br />Architectural Standards: Some combination of brick, stone, stucco, wood, glass would be required <br />for the facade of the building. All other materials would have to be approved by the City. <br />Building Height: The B -1 District has a maximum height of 35 feet for all buildings within this <br />district. The proposed site plan is deficient in detail related to building height, and therefore, City <br />Staff cannot adequately assess building height regulations. However, the proposed building appears <br />to be proposed at two (2) stories and should comply with code. <br />Access and Streets: The site proposes two accesses from an extension of Bunker Lake Blvd. as a <br />local street within a proposed 120 foot right -of -way. Upon 'development, Outlot A would access an <br />improved Puma St and Alpine Dr. and Outlot B would access from the extended Bunker Lake Blvd. <br />and potentially an improved Puma St. Full build out of Bunker Lake Blvd it is planned as a four lane <br />road with two lanes in each direction. A first phase is being proposed to construct one lane in each <br />direction, cul -de -sac terminating just west of the softball fields, and a trail on the north side of Bunker <br />Lake Blvd to Puma St arid then north to Outlot A. The proposed cul -de -sac exceeds the 600 foot <br />maximum length that exists in Section: 117- 614(c)(7) of City Code, therefore revisions <br />should be made to extend Bunker Lake Boulevard all the way to Puma Street. Puma Street <br />should then be upgraded to minimum. City paving standards to Alpine Drive (including a <br />trail) to serve as a secondary access into the project area <br />In addition, the westerly leg of the Bunker Lake and Armstrong Blvd intersection would need to be <br />constructed full width, based upon the revised traffic analysis and ultimate intersection design. <br />Consistent with the City's comprehensive trail plan and 2030 Comprehensive Plan, an off road trail <br />easement is shown on the norther edge of the wetland on Lot 1 and the southern edge of Outlot A. <br />However, as the easement is proposed as 10 feet and Staff would like this easement to be a <br />minimum of 20 feet and requests the trail to be built with the proposed improvements, which <br />construction costs could be credited against the required trail development fees. Further, <br />additional trail easements would be required along the east side of Lot 1 so that a continuous . <br />route is maintained through the site froth Puma/Alpine to Bunker /Armstrong. <br />Landscape Review - <br />Reviewer: Chris Anderson <br />canderson(d ci.ratiasevann_as <br />763 -433 -9905 <br />Landscape Plan: Based on the lineal footage of the site (11,550 feet), the number of proposed <br />parking stalls (692) and the additional required plantings for the bufferyard area, a total of 358 trees <br />and 385 shrubs are required. The proposed Landscaping plan includes 320 newly planted trees (as <br />well as about thirty-four [34] existing trees that will be preserved) and includes a list of various shrub <br />species that will also be planted (but without identifying quantities). The following continents are <br />offered regarding the September 3, 2010 Landscaping Plan prepared by Anderson Engineering: <br />• All proposed tree and shrub species are acceptable; however, the final landscape plan must <br />indicate size of plants at time of installation, root stock, quantities of each species and exact <br />location of each species throughout site. <br />
