P14 <br />2) Consider Pedestrian Crosswalk Modifications on Ramsey Boulevard North of 149 <br />Avenue — Ratify recommendation of the Public Works Committee and authorize staff <br />to draft a letter to Anoka County requesting the relocation of the crosswalk on <br />Ramsey Boulevard to the intersection of 140 Avenue <br />3) Upgrades to Well #3 Exterior — Ratify the recommendation of the Public Works <br />Committee and direct staff to get pricing on the removal of the propane, hooking up <br />to natural gas, painting or siding the brick and then bringing forward those figures to <br />a future Public Works meeting. <br />4) Discuss Use of Plastic Pipe for Water Service Lines — Ratify the recommendation of <br />the Public Works Committee and direct staff to work with Mr. Purmort and his <br />representative to see if this type of technology makes sense to bring into the City. <br />5) Policy regarding Traffic Sign Retro Reflectivity — Ratify the recommendation of the <br />public Works Committee and adopt the Sign Maintenance .Policy. <br />Committee Input: Discuss Creation of Survey for Proposed Street Reconstruction <br />Policy — Ratify the recommendation of the Public Works Committee and authorize <br />staff to draft some sample questions and bring them to a future Council work session <br />for discussion. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, McGlone, Wise, Look, <br />Dehen, and Jeffrey. Voting No: None. Absent: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Resolution for Agreement for Outdoor Display of Modular Homes and <br />Modular Office Buildings for Sale at 7820 Riverdale Drive NW; Case of Autumn <br />Leaf Home Builders, Inc. <br />Associate Planner Gladhill reviewed the staff report. <br />Councilmember Dehen questioned whether someone could purchase one of these modular homes <br />and put it on a residential property subject to a foundation and size requirement. <br />Associate Planner Gladhill confirmed that as long as the modular home met underlying zoning <br />regulations, it could be put on a residential property. Specifically, Minnesota State Building <br />Code criteria would need to be met in order for the modular home to be located on a residential <br />parcel within the city. <br />Councilmember Dehen stated that many high end homes are constructed off -site and are brought <br />in and constructed at the home site, and he is wondering how the proposed homes are different. <br />City Council / August 9, 2010 <br />Page 4 of 13 <br />
