Associate Planner Gladhill responded by saying that these homes are no different; they are
modular homes. The homes are constructed off -site, and brought here for display for sale. Some
pieces will need to be assembled on -site once purchased, but the bulk of the structure will be
assembled off -site.
Councilmember Elvig stated that he has no problem with modular homes being sold at this site.
He asked what the site condition is now, specifically, what type of surface is being used at the
site. Is it bituminous or will all of it be landscaped.
Associate Planner Gladhill stated that the surface is impervious with no paving. No foundations
will be located at the sales site, making the property easy to restore back to its original condition
once the site is no longer being used for modular home sales. There will be nice landscaping
around the site. Parking already exists, as well as an existing building for conducting sales.
Motion by Councilmember Elvig, seconded by Councilmember McGlone, to adopt Resolution
#10 -08 -162 for agreement for outdoor display of modular homes and modular office buildings
for sale at 7820 Riverdale Drive NW subject to City Attorney final review.
A roll call vote was as follows:
Councilmember Elvig aye
Councilmember McGlone aye
Councilmember Wise aye
Councilmember Look aye
Councilmember Jeffrey aye
Councilmember Dehen aye
Mayor Ramsey aye
Motion carried.
7.02: Consider Memorandum of Understanding between City of Ramsey and Anoka
County in regards to Rum River `In- Holding Parcel' at 18055 Roanoke Street NW and
Final Adoption of 2030 Comprehensive Plan
Associate Planner Gladhill reviewed the staff report.
Mayor Ramsey asked for clarification on what the time frame would be if the city were to pass a
resolution requesting Anoka County Parks to remove future park references to the subject
property out of their plan.
Associate Planner Gladhill stated that it would take 60 days to remove the park designation from
the plan. The Memorandum of Understanding (MOU) itself would be a 30 day process. If
approved by the city, the MOU would then go before the Anoka County Board. The request to
amend the park plan would go before both the Metropolitan Council and Anoka County,
therefore extending the process another 30 days, for a total of 60 days.
City Council / August 9, 2010
Page 5of13
P15
