CITY COUNCIL WORK SESSION <br />Topic Report: Legacy Christian Academy <br />By: Amber G. Miller, Planning Manager <br />Background: <br />Columbo Limited Partnership (Legacy Christian Academy) has applied for a major plat and request for site plan <br />review for a new K -12 private school generally located generally located west of Armstrong Blvd, south of <br />Alpine Dr and north of the railroad tracks. Additionally, they have also applied for rezoning to Public /Quasi <br />Public in conjunction with a comprehensive plan amendment for a change in land use to Public /Quasi Public for <br />the subject property. Engineering has also received a petition for a 429 project for the extension of utilities and <br />roadway, the Petitioners are requesting that the improvements be designed, constructed and assessed to the <br />Petitioners as the sole beneficiaries of the improvements. This document is attached for your review. <br />The Project includes a major subdivision within the Pine Shadows Addition to accommodate a future 225,000- <br />275,000 square foot school. The Subject Property is 184.91 acres and is currently Zoned R -1 Residential, R -2 <br />Residential, R -3 Residential and TC -2 Sub - District. The plat proposes to subdivide the parcel into three <br />separate parcels, one lot and two outlots. Lot 1 is proposed to be 96.087 acres, 85.28 acres of which are <br />proposed to be rezoned to Public /Quasi Public and require Comprehensive Plan Amendment, while Outlots A <br />and B are proposed to be 35 acres and 45.196 acres, respectively. Additionally, there will be 8.635 acres of <br />Right -of -Way. <br />The site proposes one access from Armstrong Blvd where Bunker Lake Blvd would be extended as a local <br />street within a 120' right -of -way. Upon development, Outlot A would access an improved Puma St and Alpine <br />Dr, Outlot B would access from the extended Bunker Lake Blvd and potentially an improved Puma St. Full <br />build out of Bunker Lake Blvd shows it as a four lane road with two lanes in each direction. The first phase <br />proposes to construct one lane in each direction with a curb on the north side of the street and a shoulder on the <br />south where the two lanes would eventually be added; applicant proposes a cul -de -sac just west of the softball <br />fields, and a trail on the north side of Bunker Lake Blvd to Puma St and then north to Outlot A. Staff would like <br />to have two lanes constructed all the way to Puma St, and improve Puma St to City standards all the way from <br />Bunker Lake Blvd to Alpine Dr, including a trail. In addition, the westerly leg of the Bunker Lake and <br />Armstrong Blvd intersection would need to be constructed full width, based upon the revised traffic analysis and <br />ultimate intersection design. Consistent with the City's comprehensive trail plan and 2030 Comprehensive <br />Plan, an off road trail easement is shown on the northern edge of the wetland on Lot 1 and the southern edge of <br />Outlot A. However, it is shown as 10 feet and Staff would require it to be 20 feet in width. <br />Municipal Water and Sanitary Sewer will be extended to serve the proposed subdivision from Armstrong Blvd. <br />The cost of the utility extensions will be paid by the developer, with any oversizing necessary to serve the larger <br />service district being paid by the City's corresponding Utility Funds. <br />
