Background: <br />DISCUSS LEGACY CHRISTIAN ACADEMY PROJECT <br />By: Amber G. Miller, Planning Manager <br />Mark Riverblood, Parks Supervisor <br />CASE #1 <br />Columbo Limited Partnership has applied for a major plat and request for site plan review for a <br />new K -12 private school generally located generally located west of Armstrong Blvd, south of <br />Alpine Dr and north of the railroad tracks. <br />The Project includes a major subdivision within the Pine Shadows Addition to accommodate a <br />future 225,000- 275,000 square foot school. The Subject Property is 184.91 acres and is currently <br />Zoned R -1 Residential, R -2 Residential, R -3 Residential and TC -2 Sub - District. The proposed <br />plat would create one (1) buildable lot (Lot 1 Alpha Development) that is 96.087 acres in size <br />and two outlots that are 35 acres and 45.196 acres in size. Additionally, there will be 8.635 acres <br />of Right -of -Way. <br />The site proposes two accesses from an extension of Bunker Lake Blvd. as a local street within a <br />proposed 120 foot right -of -way. Upon development, Outlot A would access an improved Puma <br />St. and Alpine Dr. and Outlot B would access from the extended Bunker Lake Blvd. and <br />potentially an improved Puma St. Full build out of Bunker Lake Blvd it is planned as a four lane <br />road with two lanes in each direction. A first phase is being proposed to construct one lane in <br />each direction, cul -de -sac terminating just west of the softball fields. <br />Consistent with the City's comprehensive trail plan and 2030 Comprehensive Plan, an off road <br />trail easement is shown on the northern edge of the wetland on Lot 1 and the southern edge of <br />Outlot A. However, as the easement is proposed as 10 feet and Staff would like this easement to <br />be a minimum of 20 feet (possibly up to 35 feet) and requests the trail to be built with the <br />proposed improvements, which construction costs could be credited against the required trail <br />development fees. Further, additional trail easements would be required along the east side of <br />Lot 1 so that a continuous route is maintained through the site from Puma /Alpine to <br />Bunker /Armstrong. In addition, the Applicant proposes a trail on the north side of Bunker Lake <br />Blvd to Puma St and then north to Outlot A along Puma Street. The School has specifically <br />requested that the trail site through the wetland area not be immediately adjacent to their site for <br />security purposes of the play areas for the children. <br />Observations: <br />The School has discussed some type of shared use agreement with Staff for the utilization of <br />their facilities. To date, Staff has not received a quantitative analysis of what that would be. For <br />your consideration, the following are options related to Park Dedication and Trail Fees. <br />2010 Commercial Park Dedication Land Dedication 5% <br />2010 Commercial Park Dedication Cash Contribution $4,738 per acre <br />2010 Commercial Trail Fees $1,090 per acre <br />
